Overview
SMRT Corporation is a Singapore-based multi-modal public transport operator and infrastructure-services group. Its principal activities are the operation and maintenance of urban rail and bus services, complemented by taxi operations, commercial and advertising-space leasing, engineering, project-management and other transport-related services. The company is one of Singapore's two principal rail operators, alongside SBS Transit. The organization's roots lie in Singapore's development of a rail-based mass-transit system. During the late 1960s and 1970s, Singapore debated whether a rapidly growing and land-constrained city could be served by buses alone or required a rail network. A bus-only approach was considered less expensive, but concerns over road capacity and urban growth ultimately supported the construction of the Mass Rapid Transit system. The Mass Rapid Transit Corporation was established in 1983 to take responsibility for the emerging rail system. It began operating Singapore's first MRT segment in November 1987, initially serving five stations between Yio Chu Kang and Toa Payoh. In 1995, the Mass Rapid Transit Corporation was absorbed into the newly formed Land Transport Authority. Rail operations were subsequently regrouped under SMRT Limited, a state-owned company associated with Temasek Holdings. In 1998, SMRT assumed ownership of the rail assets under a License and Operating Agreement, including obligations to maintain the infrastructure and equipment. The business was listed on the Singapore Exchange in July 2000 as SMRT Corporation, with Temasek selling part of its shareholding. SMRT expanded beyond rail through its acquisition of Trans-Island Bus Services, commonly known as TIBS, in 2001. TIBS became a wholly owned subsidiary and was rebranded SMRT Buses in 2004. The group's public transport activities later included MRT lines, the Bukit Panjang LRT system and extensive bus operations, particularly in northern and north-western Singapore and parts of western Singapore. A major structural change occurred in 2016, when Temasek Holdings completed a takeover of the shares it did not already own. SMRT was delisted from the Singapore Exchange and returned to government control through Temasek. Under Singapore's New Rail Financing Framework, the Land Transport Authority assumed ownership of SMRT's train operating assets from October 2016. Bus assets were also transferred to the government under the Bus Contracting Model. This asset-light structure was intended to let SMRT concentrate on service reliability, operations and maintenance, while continuing to develop commercial and other transport businesses. SMRT's transport portfolio has since been organized in part through its Strides subsidiaries. These activities have included taxi and private-hire, engineering, maintenance and other mobility services. In 2023, Strides Taxi and Premier Taxis were combined to form Strides Premier. Alongside its core operating responsibilities, SMRT leases retail, advertising and commercial spaces across its network and undertakes operations, maintenance, project-management and engineering-consultancy work in Singapore and overseas. The company remains an active operator within Singapore's publicly regulated transport system, while the government retains ownership of the main rail and bus operating assets.
History
Singapore's transport planning debate began well before SMRT itself existed. In 1967, planners projected that the city would need a rail-based mass-transit system by the early 1990s. The proposal faced opposition from some senior ministers, who were concerned about construction costs and the possibility that a large infrastructure program would intensify employment pressures in the construction sector. Harvard advisers promoted an all-bus alternative as a substantially cheaper option. The debate was ultimately resolved in favor of rail after consideration of Singapore's limited land area, the competition buses would face for road space and the expected growth in travel demand. Communications Minister Ong Teng Cheong became an important advocate of the rail project. The Mass Rapid Transit Corporation was established on 14 October 1983, succeeding the provisional organization that had prepared the MRT project. Michael Fam served as its founding chairman and Lim Leong Geok as its first executive director. On 7 November 1987, the corporation commenced service on Singapore's first MRT section, a five-station route between Yio Chu Kang and Toa Payoh. This operation marked the beginning of Singapore's modern urban rail network. In 1995, the Mass Rapid Transit Corporation was merged with relevant transport divisions of the Public Works Department and the Ministry of Communications to create the Land Transport Authority. The operation of the MRT system was then reorganized under SMRT Limited, a state-owned company linked to Temasek Holdings. In 1998, rail assets associated with MRT operations were transferred to SMRT under a License and Operating Agreement. The arrangement gave SMRT responsibility for operating and maintaining the system while Singapore's transport institutions continued to shape the wider regulatory and infrastructure framework. SMRT Corporation was listed on the Singapore Exchange on 26 July 2000. The listing followed Temasek's sale of approximately one-third of the company's shares. The company expanded into bus operations in 2001 by making a successful offer for Trans-Island Bus Services. The transaction was completed in December of that year, after which TIBS operated as a wholly owned subsidiary. In May 2004, TIBS was rebranded as SMRT Buses, bringing the bus business more closely under the SMRT identity. The group's structure changed again in 2016. Temasek launched and completed a takeover for the portion of SMRT that it did not already own. The transaction was approved by the High Court of Singapore, and SMRT's final trading period ended in October 2016. Following the delisting, the company returned to government control through Temasek. On 1 October 2016, the Land Transport Authority assumed the rail operating assets under the New Rail Financing Framework. The bus operating assets were also transferred to the government under the Bus Contracting Model. These arrangements separated asset ownership from day-to-day operations and were intended to allow SMRT to focus more directly on reliability, maintenance and service delivery. SMRT subsequently continued as an operator and transport-services group rather than simply an owner of rail and bus assets. Its activities include rail and bus operations, taxi and other point-to-point services, maintenance, engineering, project management, consultancy, advertising and the leasing of retail and commercial areas in transport facilities. The company also operates through Strides, its mobility-services platform. In 2023, Strides Taxi and Premier Taxis were combined to form Strides Premier. SMRT therefore represents both a major Singapore public transport brand and a broader government-linked platform for mobility operations and transport-related services.
