Overview
OpenStreetMap (OSM) is a global collaborative mapping project whose central asset is an openly licensed geographic database. It allows contributors to collect, edit, verify, and update information about roads, paths, buildings, addresses, land use, transit infrastructure, businesses, natural features, and many other objects. The project is commonly experienced through the OpenStreetMap website, but the brand also encompasses the underlying data, editing tools, application programming interfaces, rendering infrastructure, community events, and a broad ecosystem of commercial, public-sector, humanitarian, and research users. The project was started in the United Kingdom in 2004 by Steve Coast in response to restrictions and perceived limitations surrounding access to geographic data. Volunteers and professional contributors can survey places, trace features from permitted aerial imagery, import compatible datasets, add local knowledge, and review one another's edits. The resulting database is maintained as a continuously changing collection of geographic objects rather than as a single fixed map image. OpenStreetMap data is generally distributed under the Open Data Commons Open Database License (ODbL). The license permits reuse, including commercial reuse, subject to conditions such as attribution and, in relevant circumstances, sharing adapted databases under the same or a compatible license. Individual contributions may also be subject to separate contributor terms. This licensing model has made OSM useful to companies building navigation, logistics, delivery, travel, real-estate, mobility, gaming, and location-based services, as well as to governments, universities, and nonprofit organizations. The OpenStreetMap Foundation (OSMF), incorporated in 2006, supports the project by holding infrastructure, administering services and grants, promoting the database, supporting the community, and providing organizational governance. It does not own every local mapping activity or control all software that uses OSM data. The project remains dependent on a large volunteer community, organized local chapters and communities, mapping conferences, and independent operators of derivative services. Key public-facing and ecosystem components include the OpenStreetMap website and web editor, the iD browser editor, the Java OpenStreetMap Editor (JOSM), the main editing API, downloadable planet data, tile-rendering services, and geocoding and routing projects built on OSM data. Nominatim is a prominent OSM-based search and geocoding system, while many routing, visualization, and quality-assurance tools are developed outside the core foundation. The distinction between the OpenStreetMap database and third-party services is important: OSMF operates selected infrastructure, but it does not guarantee every map, application, tile server, or commercial product that uses OSM data. OpenStreetMap's coverage and quality vary by region and feature type. Dense urban areas may have extensive building, address, accessibility, and business information, while other areas may be sparse or outdated. The open contribution model enables rapid local updates and disaster response, but it also creates challenges involving vandalism, inconsistent tagging, duplicate data, licensing compliance, server capacity, privacy, and uneven contributor representation. Despite these limitations, OSM has become one of the most important open geographic-data projects internationally and a foundational data source for many digital mapping products.
History
OpenStreetMap began in 2004 when Steve Coast created a project intended to provide a freely usable alternative to proprietary and restricted geographic datasets. The first activity focused on building a contributor-driven map of the United Kingdom, where access to detailed national mapping data had historically been constrained. The project adopted a wiki-like model in which registered users could add and edit geographic features, allowing local knowledge to become a central source of map improvement. During its early years, OpenStreetMap developed both a database and a social infrastructure. Contributors created tagging conventions, editing software, import procedures, mailing lists, local communities, and annual mapping events. The project expanded beyond the United Kingdom as users mapped roads, trails, buildings, addresses, waterways, and points of interest worldwide. Governance remained community-oriented, with members and elected board directors participating in foundation decisions while many technical and mapping activities continued to occur independently of the foundation. A major technical and legal transition occurred in the late 2000s and early 2010s. The community replaced the project's earlier Creative Commons database licensing arrangement with the Open Data Commons Open Database License. The ODbL was selected because it was designed specifically for databases and clarified the rights and obligations associated with extracting, reusing, and adapting geographic information. The transition was completed in 2012, although the project continued to address contributor permissions and compatibility questions as part of normal data governance. OpenStreetMap's importance grew through a combination of improving coverage, better editing tools, and external use. The browser-based iD editor lowered the barrier to contribution, while JOSM offered advanced capabilities for experienced mappers. Data consumers developed tile layers, search systems, routing engines, mobile applications, statistical tools, and specialized geographic products. Nominatim became a widely known OSM-based geocoding project, although its public capacity and usage policies differ from the database itself. Commercial organizations also began incorporating OSM into logistics, mobility, navigation, travel, real-estate, and location intelligence products. Humanitarian mapping became one of the project's most visible applications. Following disasters and other crises, volunteers have used satellite imagery, local information, and remote mapping to update roads, buildings, settlements, and facilities. The Humanitarian OpenStreetMap Team developed this work into a more structured program involving tasking systems, training, partnerships, and field operations. OSM data has also supported public-health, development, accessibility, transportation, and environmental projects. The project has faced persistent operational and governance challenges. Maintaining a globally available editing API, tile services, websites, and large data distribution systems requires significant infrastructure and funding. The open editing model can produce vandalism, accidental changes, inconsistent tagging, and disputes about imports or local conventions. The community has also debated contributor diversity, the balance between volunteer and corporate participation, the responsibilities of large data users, and the scope of foundation governance. These issues have not changed the basic model: OpenStreetMap remains a distributed project in which the database is open, continuously edited, and used by a wide ecosystem rather than being a single conventional software product. By its twentieth anniversary in 2024, OpenStreetMap had become a globally recognized source of open geographic information. Its continuing development depends on volunteer mapping, local communities, institutional and commercial support, foundation infrastructure, open-source tools, and responsible downstream reuse. The project remains active, with data quality and feature coverage varying by location and with new applications continually being built on top of its database.
