Overview
O3b Networks is a satellite communications company operating a medium Earth orbit (MEO) satellite constellation, providing high-speed, low-latency internet connectivity to telecom operators, enterprises, and governments. Founded in 2007 and headquartered in The Hague, Netherlands, it was acquired by SES.
History
O3b Networks was founded in 2007 by Greg Wyler with the goal of addressing the broadband gap in regions where fiber, cable, and terrestrial wireless networks were unavailable or uneconomic. Its name, meaning “Other 3 billion,” expressed the company’s focus on populations outside the established broadband markets. The proposed solution was a constellation of satellites in medium Earth orbit rather than geostationary orbit. At roughly 8,062 kilometres altitude, the satellites could provide broad geographic coverage while offering materially lower latency than traditional geostationary systems. The project attracted a group of strategic and financial backers that included SES, Google, HSBC, Liberty Global, Allen & Company, North Bridge Venture Partners, Soroof International, the Development Bank of Southern Africa, Sofina, and Satya Capital. O3b secured a US$465 million buyer-credit facility backed by Coface, the French export-credit agency, and raised approximately US$1.2 billion in total financing for satellite construction and deployment. Early customers and capacity reservations included operators in the Cook Islands, Pakistan, and Nigeria. The company also selected Europe Media Port as an early gateway teleport provider and contracted ViaSat for Ka-band ground infrastructure. The deployment schedule initially targeted an earlier launch, but the first operational spacecraft did not fly until June 2013. Four satellites were launched from French Guiana on a Soyuz-2/Fregat-MT vehicle. A hardware defect found in the initial satellites led to a postponement of the next launch while repairs were completed. Four more satellites were launched in July 2014 and another four in December 2014, bringing the constellation to twelve. The system was intended to provide capacity for mobile backhaul, Internet service providers, enterprise networks, and other customers requiring more throughput and less delay than conventional satellite services could offer. Commercial and institutional use expanded during the following years. Royal Caribbean International used O3b capacity to deliver fast passenger Internet aboard Quantum of the Seas in 2014, branding the service Voom and later extending it to other ships. SES Government Solutions received authorization to offer O3b capability through the US General Services Administration schedule in 2014. In 2015, it agreed to provide O3b connectivity and ground equipment to NOAA’s National Weather Service office in American Samoa. In 2016, a further government agreement supplied an O3b communications package to a US Department of Defense end-user, with a symmetric 155 Mbit/s link and stated round-trip latency below 200 milliseconds. Management changed several times during the company’s development. Mark Rigolle, previously associated with SES, served as chief executive from 2010 before returning to SES in 2011. Steve Collar, who had worked at SES World Skies and had represented SES on the O3b board, then became chief executive. These changes reflected the close relationship between O3b and SES, which had been an important investor from the company’s early financing period. SES increased its ownership in 2016. It first announced a transaction that would take its fully diluted interest above 50 percent, then arranged the purchase of the remaining minority interests for approximately US$710 million. O3b became a wholly owned SES subsidiary, and the independent O3b Networks operating identity was later replaced by SES Networks. The satellite assets and technology remained part of SES’s commercial network business, while the O3b name continued to identify the MEO satellite system. The original constellation was expanded by four satellites in March 2018 and four more in April 2019, reaching twenty spacecraft, including in-orbit spares. In September 2017, SES announced O3b mPOWER, a next-generation MEO system initially ordered from Boeing Satellite Systems. The design emphasized much greater capacity, thousands of software-controlled spot beams, and the ability to route traffic dynamically between MEO and geostationary assets. The order grew from seven satellites to eleven and then thirteen. The first two O3b mPOWER spacecraft launched in December 2022, four more launched in 2023, and the seventh and eighth upgraded spacecraft launched in December 2024. SES began delivering O3b mPOWER services in April 2024, with further capacity entering service in June 2025. O3b Networks itself is therefore a defunct standalone corporate operator, but its principal network and brand technology continue within SES’s satellite portfolio.
