Overview
Growthfund, formally the Hellenic Corporation of Assets and Participations S.A. (HCAP), is a Greek state-owned holding company established in 2016 to manage, develop and add value to public assets. It is commonly described as Greece's sovereign wealth fund. The Greek state is its sole shareholder, with the shareholder's functions exercised through the Minister of Economy and Finance. The organization was created within the broader framework of Greece's post-debt-crisis institutional and economic reforms. Its predecessor in important respects was the Hellenic Republic Asset Development Fund (HRADF), established in 2011. HRADF's responsibilities and resources were subsequently transferred into the Growthfund structure, although HRADF continues to operate as one of the entities associated with the wider group. Growthfund's remit extends beyond asset sales: its stated objectives include improving the performance and governance of state-owned enterprises, increasing the value of public assets, improving services for citizens and consumers, and contributing to Greece's economic development. Growthfund functions as an umbrella organization for four principal entities: the Hellenic Financial Stability Fund (HFSF), HRADF, the Public Properties Company (ETAD), and 5G Ventures. It also oversees other state holdings transferred to it by the Greek government. Through these entities and direct shareholdings, its portfolio covers a broad range of strategically important sectors, including real estate, energy, utilities, transport, ports, airports, food-market infrastructure, postal services, technology and banking. Its holdings include full or controlling ownership of several non-listed public companies and minority stakes in listed or partly privatized enterprises. Examples include the Public Properties Company, Hellenic Post, Transport for Athens, the Corinth Canal, DEPA Commercial, 5G Ventures and several public-market or infrastructure assets. The portfolio also includes stakes in Public Power Corporation, HELLENiQ Energy, the National Bank of Greece, Athens International Airport, the Piraeus Port Authority, the Thessaloniki Port Authority, the Athens and Thessaloniki water companies, and regional airports and ports. The fund's responsibilities also include project development. Its Project Preparation Facility prepares and tenders strategic projects with an aggregate value stated in reference material as exceeding €8 billion. In technology, Growthfund is associated with the PHAISTOS investment fund, the PHAROS AI Factory and the Hellenic Center for Defense Innovation. In early 2025, plans were reported for a Catalyst Fund focused on green infrastructure and digitalization. The proposed vehicle would take minority positions and seek to attract private capital alongside public investment. Growthfund has also pursued modernization and institutional optimization. In 2023, the Greek government commissioned BlackRock to review and optimize the structures of the sovereign wealth fund, state-owned enterprises and related assets. The review was linked to efforts involving postal and bus services. In 2024, Vasilis Theofanopoulos became the organization's chief investment officer. In 2025, the European Investment Bank began advising Growthfund on climate-resilience assessments for the ports of Volos, Alexandroupoli and Patras. The organization is a member of the International Forum of Sovereign Wealth Funds and states its commitment to the Santiago Principles, which establish generally accepted principles for sovereign wealth-fund governance and responsible investment practice. Growthfund's identity is therefore that of a public-asset manager and strategic holding company rather than a consumer-facing product brand. Its performance is assessed primarily through asset stewardship, governance reform, investment and privatization processes, infrastructure development, and the quality of services delivered by companies in its portfolio.
History
Growthfund emerged from Greece's effort to create a more coherent and professionally managed framework for public-asset ownership after the country's sovereign-debt crisis. The immediate institutional predecessor was the Hellenic Republic Asset Development Fund, established in 2011 to manage and develop state assets and support transactions involving public property and state-owned enterprises. In 2016, the Hellenic Corporation of Assets and Participations was established as a broader holding structure. It became commonly known as Growthfund. The new structure brought together public-asset development, financial-stability responsibilities, property management and newer investment activities. HRADF became one of the entities within the group, while the Public Properties Company handled public real estate. The Hellenic Financial Stability Fund represented the financial-stability component, and 5G Ventures provided an investment platform focused on emerging technology. Growthfund also assumed responsibility for a wider group of state holdings, including companies operating in energy, water, transport, ports, airports, postal services, food-market infrastructure and banking. Growthfund's mandate was broader than simply maximizing proceeds from privatization. It was intended to improve the management and value of public assets, encourage modernization of state-owned enterprises, strengthen corporate governance and contribute to better services for Greek citizens and consumers. This made the organization both an asset manager and a policy instrument. Its portfolio combined wholly owned companies, controlling interests and minority stakes in listed or partly privatized businesses. During the 2020s, the group expanded its emphasis on portfolio optimization and institutional modernization. In 2023, the Greek government engaged BlackRock to review the structure of the sovereign wealth fund, state-owned enterprises and related public assets. The review was connected with efforts to improve the operation of public services, including postal and bus services. In July 2024, Vasilis Theofanopoulos was appointed chief investment officer, marking a leadership development in the investment function. Growthfund's investment and development role also became more closely linked to technology, infrastructure and climate adaptation. Its technology-related activities include 5G Ventures and the PHAISTOS investment fund, as well as participation in the PHAROS AI Factory and the Hellenic Center for Defense Innovation. At the beginning of 2025, plans were reported for a Catalyst Fund intended to invest in green infrastructure and digitalization projects while attracting private-sector capital through minority positions. In April 2025, the European Investment Bank announced that it would advise Growthfund on climate-risk and vulnerability assessments for the ports of Volos, Alexandroupoli and Patras. This cooperation reflected the fund's role in managing infrastructure assets exposed to long-term climate risks. Growthfund also operates the Project Preparation Facility, which develops and prepares strategic projects for tendering. The organization remains wholly owned by the Greek state. Its general meeting is the highest governing body, and the state acts through the Minister of Economy and Finance. Growthfund is also a member of the International Forum of Sovereign Wealth Funds and aligns itself with the Santiago Principles. Its continuing evolution has centered on making public ownership more strategic, improving operational performance, mobilizing private investment and balancing financial value creation with public-service and national-development objectives.
