Overview

Engineers India Limited, commonly known as EIL, is an Indian public-sector engineering consultancy, industrial technology provider, and technology licensing company. Established in 1965, it was created to build indigenous engineering capability for India’s hydrocarbon industry and to reduce reliance on imported technical services and process know-how. The company’s traditional work has centered on petroleum refining, petrochemicals, pipelines, terminals, fertilizer plants, and related energy infrastructure, where it can provide integrated engineering, procurement assistance, construction management, commissioning support, project management, and technology services. EIL’s corporate base is at Bhikaji Cama Place in New Delhi. Its operating network includes a research and development complex in Gurugram, a Mumbai branch office, and regional offices in Kolkata, Chennai, and Vadodara. The company also has a wholly owned subsidiary, Certification Engineers International Limited, which provides certification-related services, and has established Ramagundam Fertilizers and Chemicals Limited as a joint venture connected with its fertilizer-sector activities. The organization has progressively broadened its scope beyond hydrocarbons. Its capabilities now extend to non-ferrous metallurgy, fertilizers, urban and institutional infrastructure, airports, data centers, water and wastewater management, and heritage-site restoration. Infrastructure assignments cited for EIL include engineering or project-related work associated with airports such as Jewar, Leh, and Mopa; data-center facilities for the State Bank of India and Reserve Bank of India; the Indian Institute of Management Nagpur campus; and restoration work at heritage locations including Khajuraho and the Konark Sun Temple. EIL has also pursued a wider role in India’s energy transition. Its research and development activities include work on solar energy, second-generation ethanol, biofuels, green hydrogen, and other unconventional energy resources. In the biofuels field, it has supported biorefinery development and has worked with the Council of Scientific and Industrial Research–Indian Institute of Petroleum on bio-based aviation turbine fuel facilities. It has prepared a basic engineering and design package for a comparable facility for Mangalore Refinery and Petrochemicals. The company has also delivered engineering, procurement, and construction management services to GAIL for balance-of-plant and associated facilities for a 10 MW green-hydrogen production facility at Vijaipur in Uttar Pradesh. In 2021, EIL entered downstream oil and gas ownership more directly by acquiring a minority interest in Numaligarh Refinery Limited in Assam as part of a consortium led by Oil India. The transaction involved the purchase of a stake previously held by Bharat Petroleum Corporation. This represented a shift from EIL’s traditional consultancy and project-services role toward selective participation in operating energy assets. The company’s international work includes engineering, design, and construction-supervision assignments for refineries, pipelines, and power plants across Africa, Asia, Latin America, and the Middle East. In India, it also participates in government-backed environmental and circular-economy initiatives. A memorandum of understanding with the Ministry of Housing and Urban Affairs covers technical assistance for waste-to-energy and biomethanation projects in large cities under the Swachh Bharat Mission and GOBARdhan-related programs. As of March 2025, EIL employed 2,653 people. The Government of India granted it Navratna status in 2014, reflecting its position among important central public-sector enterprises.

History

Engineers India was incorporated on 15 March 1965 as Engineers India Private Limited. Its formation followed a memorandum of agreement dated 27 June 1964 between the Government of India and Bechtel International Corporation. The purpose of the arrangement was to establish an Indian engineering organization capable of supplying indigenous technical expertise for hydrocarbon projects, particularly at a time when India was developing its industrial and energy infrastructure. Bechtel withdrew from the company in May 1967, after which Engineers India became a wholly owned enterprise of the Government of India. Under public ownership, the company developed from a technical consultancy focused primarily on oil and gas into a broader engineering, project-management, and technology organization. Its work came to cover refinery and petrochemical facilities, pipelines, terminals, fertilizers, chemicals, metallurgy, and other process industries. The company’s role generally spans the project life cycle, from feasibility and basic engineering through detailed design, procurement support, construction supervision, commissioning, and project management. EIL established its headquarters in New Delhi and developed additional technical and regional facilities. Its Gurugram research and development complex became a base for technology development conducted both internally and with external partners. The company has identified collaborations involving research organizations and operating companies such as Indian Oil Corporation, Bharat Petroleum, the Indian Institute of Petroleum, the Centre for High Technology, Hindustan Petroleum, Chennai Petroleum, and Numaligarh Refinery. These relationships support work on process technologies and energy-related applications. Over time, EIL diversified into sectors that were adjacent to its original hydrocarbon mandate. It expanded into non-ferrous metallurgy, fertilizer projects, infrastructure, airports, institutional campuses, data centers, water and wastewater management, and heritage conservation. This diversification enabled the company to apply its industrial-project capabilities to public infrastructure and urban-development assignments. Examples associated with its work include the Jewar, Leh, and Mopa airport projects, data-center facilities for major Indian financial institutions, the IIM Nagpur campus, and restoration initiatives at Khajuraho and the Konark Sun Temple. The company also created or participated in related entities. Certification Engineers International Limited operates as a wholly owned subsidiary, while Ramagundam Fertilizers and Chemicals Limited was established as a joint venture to strengthen EIL’s presence in fertilizers. In 2021, EIL joined a consortium led by Oil India to acquire a minority stake in Numaligarh Refinery Limited in Assam. The transaction, involving an interest formerly held by Bharat Petroleum, gave EIL a more direct connection to a downstream operating asset while complementing its established engineering role. EIL’s more recent strategy has included unconventional and lower-carbon energy. Its activities include solar projects, second-generation ethanol, biofuels, green hydrogen, offshore wind, and related technology development. It has supported a large biorefinery project in Assam, worked on bio-aviation-fuel facilities with the Council of Scientific and Industrial Research–Indian Institute of Petroleum, and prepared a basic engineering and design package for a bio-ATF plant for Mangalore Refinery and Petrochemicals. It has also provided EPCM services to GAIL for balance-of-plant and related facilities for a 10 MW green-hydrogen facility at Vijaipur in Uttar Pradesh. EIL has participated in international engineering, design, and construction-supervision projects involving refineries, pipelines, and power plants across Africa, Asia, Latin America, and the Middle East. In India, its technical role has extended to government programs promoting circular waste management. An agreement with the Ministry of Housing and Urban Affairs covers technical support for waste-to-energy and biomethanation projects in million-plus cities under initiatives associated with the Swachh Bharat Mission and GOBARdhan. The Government of India granted EIL Navratna status in 2014. This status reflects its strategic position within the central public-sector enterprise system. As of March 2025, the company reported a workforce of 2,653 employees. Its present identity combines public-sector ownership, specialized process-industry knowledge, project execution capabilities, technology licensing, and a growing emphasis on infrastructure and energy-transition projects.
