Overview

The Centre for DNA Fingerprinting and Diagnostics (CDFD) is an Indian biotechnology research institute based in Hyderabad. It operates under the Department of Biotechnology in the Government of India's Ministry of Science and Technology and combines basic research, applied biological science, bioinformatics, DNA profiling and diagnostic activities. Although its name highlights DNA fingerprinting and diagnostics, the centre's remit is broader: its research programmes have covered molecular genetics, structural genetics, molecular epidemiology of bacterial pathogens, computational biology and bioinformatics. CDFD was conceptualised by Lalji Singh, who was then director of the Centre for Cellular and Molecular Biology (CCMB). The institution took shape in the late 1990s and began operating in 1999. Seyed E. Hasnain became its founding director and led the centre from 1999 to 2005. During this formative period, the objective was to create a modern institution capable of connecting frontier life-sciences research with practical biological and diagnostic applications. The centre subsequently developed a multidisciplinary structure with numerous research groups and specialised laboratory and computing infrastructure. The institute's work has included DNA fingerprinting services and DNA profile matching. It uses the Combined DNA Index System (CODIS) for matching DNA profiles, and in 2014 CDFD and the United States Federal Bureau of Investigation signed a memorandum of understanding connected with the acquisition of CODIS. This relationship reflects the centre's role in developing and supporting forensic DNA capabilities in India, although CDFD is not simply a forensic-services business: its principal identity remains that of a public research institution. Bioinformatics is a significant part of CDFD's scientific profile. The centre has been described as a Sun Microsystems Centre of Excellence in medical bioinformatics and as India's node of EMBnet, an international network supporting bioinformatics collaboration and resources. The institute also receives project-specific support from external organisations, including the Wellcome Trust, and participates in academic research and training. The University of Hyderabad and Manipal University have recognised CDFD for doctoral research in life sciences, linking the centre to postgraduate education as well as laboratory research. CDFD's institutional development was affected by the movement and availability of its facilities. It initially operated from premises at CCMB and was housed in an interim building in Nacharam through December 2008. A new facility was constructed in the Gandipet area in 2009, but objections relating to the building's proximity to Osman Sagar lake prevented wet-laboratory work there. The centre therefore vacated that building and continued from rented premises in Nampally, while diagnostic screening was supported through a memorandum of understanding with the Nizam's Institute of Medical Sciences. After Debashis Mitra became director on 1 November 2017, CDFD began moving to its permanent campus in Uppal. By 15 March 2018, the institute was operating from its permanent building near Nagole Metro Station. Today, CDFD is best understood as a public-sector life-sciences research and service organisation rather than a conventional consumer brand. Its activities span research in modern biology, computational and medical bioinformatics, DNA fingerprinting, diagnostic screening, doctoral training and scientific collaboration. Its institutional positioning rests on the combination of advanced molecular research, national scientific infrastructure and selected applied services for India.

History

The Centre for DNA Fingerprinting and Diagnostics was conceived in the late 1990s by Lalji Singh, then director of the Centre for Cellular and Molecular Biology. It began operations in 1999 as a specialised Indian biotechnology centre intended to combine fundamental research in modern biology with applied work in DNA fingerprinting and diagnostics. Seyed E. Hasnain served as the founding director from 1999 to 2005. Under his leadership, CDFD was developed as a multidisciplinary institution rather than a narrow testing facility. Its research infrastructure was designed to support molecular genetics, structural genetics, pathogen epidemiology, bioinformatics, computational biology and related areas of life-sciences research. The institute later grew to include numerous research groups working across distinct but connected biological disciplines. During its early years, CDFD operated from the Centre for Cellular and Molecular Biology and was housed in an interim facility in Nacharam. This arrangement continued through December 2008. A larger building was established in the Gandipet area in 2009, but the centre could not conduct wet-laboratory work there because of government objections related to the site's proximity to Osman Sagar lake. CDFD consequently vacated the Gandipet building, worked from rented premises in Nampally and used an arrangement with the Nizam's Institute of Medical Sciences for diagnostic screening. The institute's applied role includes DNA fingerprinting, diagnostic services and DNA profile matching. CDFD uses the Combined DNA Index System for profile matching. In 2014, it entered into a memorandum of understanding with the United States Federal Bureau of Investigation relating to the acquisition of CODIS. This marked an important institutional connection for the development of DNA-profile capabilities, while the centre continued to maintain a wider research mandate. Bioinformatics became another defining element of CDFD's identity. It has been recognised as a Sun Microsystems Centre of Excellence in medical bioinformatics and serves as India's EMBnet node. These roles reflect its involvement in computational biology, biological data analysis and scientific networking. The centre has also received project-specific support from organisations such as the Wellcome Trust and has maintained links with higher education. The University of Hyderabad and Manipal University recognise CDFD as a venue for doctoral research in life sciences. Debashis Mitra became director on 1 November 2017. During the subsequent institutional transition, CDFD began moving to its permanent campus in Uppal. By 15 March 2018, it was housed in the permanent building near Nagole Metro Station. The move provided a stable base for its research and diagnostic activities after the earlier facilities-related disruption. CDFD's history is therefore characterised by the creation of a government-supported molecular-biology institution, the integration of research with diagnostic and forensic applications, the expansion of bioinformatics capacity, and a prolonged process of establishing suitable permanent facilities. It remains a public Indian life-sciences centre rather than a commercial consumer-facing brand.
