Overview
Zenhoren Co., Ltd. (全保連株式会社) is a Japanese company whose core business is rent debt guarantee (家賃債務保証) and rent-management risk hedging for the residential rental market. It was established on 16 November 2001 and operates a dual-headquarters structure, with its Okinawa head office in Naha, Okinawa Prefecture, and its Tokyo head office in Nishi-Shinjuku, Shinjuku, Tokyo. The company is registered as a rent debt guarantee business operator with the Minister of Land, Infrastructure, Transport and Tourism (registration No. (2) 16) and holds PrivacyMark certification. Zenhoren positions itself as an independent rent-guarantee specialist serving the whole rental market. Its services are organized around three main customer groups: partner/affiliated companies (協定会社), property management companies and owners (管理会社・オーナー), and tenants (入居者). Beyond standard rent guarantee, it provides rent collection and arrears-related risk hedging, document downloads, and related administrative support. It also operates a tuition-fee guarantee business for vocational schools, extending its guarantee model beyond housing. From its founding in Okinawa, Zenhoren expanded nationally through a long series of branch openings beginning with Fukuoka in 2003, followed by Hiroshima, Kitakyushu, Tokyo, Osaka, Nagoya, Okayama, Matsuyama, Kobe, Takamatsu, Yokohama, Kyoto, Chiba, Sapporo, Sendai and Saitama. In May 2010 it moved to a two-headquarters system (Okinawa and Tokyo), and in 2015 it relocated its Tokyo head office to its current Nishi-Shinjuku location. It absorbed System Life Co., Ltd. in August 2021 and opened a second Tokyo head office in October 2021. In October 2023 Zenhoren listed on the Tokyo Stock Exchange Standard Market. In April 2025, following a tender offer by Mitsubishi UFJ NICOS Co., Ltd., it became a consolidated subsidiary of Mitsubishi UFJ NICOS and thereby part of the Mitsubishi UFJ Financial Group (MUFG). The company is led by Representative Director, Chairman and President Hidehiko Ibaraki and employs 575 people (excluding dispatched staff, as of March 2026). It is also known as a top official partner of the professional basketball team Ryukyu Golden Kings.
History
Zenhoren Co., Ltd. was established on 16 November 2001 in Okinawa, where it built its original base as a rent debt guarantee company. Its business model centers on guaranteeing rent obligations for tenants on behalf of landlords and property managers, thereby absorbing arrears risk in the residential rental market. National expansion began in the 2000s through a rapid sequence of branch openings. Fukuoka was opened in October 2003, followed by Hiroshima (February 2004), Kitakyushu (June 2004), Tokyo (June 2005), Osaka (October 2005), Nagoya (November 2005), Okayama (December 2005), Matsuyama (April 2006), Kobe (June 2006), Takamatsu (July 2006), Yokohama (September 2006), Kyoto (December 2006), Chiba, Sapporo and a control center (March 2007), Sendai (May 2007) and Saitama (May 2008). In October 2005 the head office was relocated within Naha, to Aja. In September 2009 Zenhoren invested in the establishment of the National Rental Guarantee Industry Association (一般社団法人全国賃貸保証業協会), and in October 2009 its then Representative Director Koji Sako became chairman of that association. In May 2010 the company shifted to a two-headquarters structure with Okinawa and Tokyo head offices, and in September 2010 it introduced a headquarters (本部) system. A customer center was opened in July 2011, and the company marked its 10th anniversary in November 2011. Further organizational moves followed: in April 2012 Tokyo head office sales sections two and three were opened in Kanda-Ogawamachi; in July 2013 the Tokyo head office sales section one was moved there; and in July 2015 the Tokyo head office was relocated to its current location in Nishi-Shinjuku, with the Kanda-Ogawamachi sales department integrated into it. A Shizuoka branch was opened in September 2015. In August 2018 the control center was renamed the Examination Department (審査部) and moved to Aja, Naha. In August 2021 Zenhoren absorbed System Life Co., Ltd. (株式会社システムライフ) through a merger, and in October 2021 it relocated its Tokyo head office and opened a second Tokyo head office. In October 2023 the company listed its shares on the Tokyo Stock Exchange Standard Market, marking a new phase as a publicly traded company.
