Overview

Zapsibkombank (PAO Zapsibkombank, also known as ZSKB, short for West Siberian Commercial Bank) was a Russian universal commercial bank headquartered in Tyumen. It was established on 23 November 1990 on the basis of the Tyumen territorial administration of Promstroybank USSR and more than 20 of its branches, following a 1990 decree of the Supreme Soviet of the RSFSR that required state specialized banks to be transformed into commercial banks on a joint-stock or share basis. Its main founders included major West Siberian energy and petrochemical enterprises such as Nadymgazprom, Urengoygazprom, Yamburggazdobycha, Nizhnevartovskneftegaz and the Tobolsk petrochemical combine. The bank provided a full range of lending, deposit-taking and settlement-cash services to individuals and organizations. It was a Principal Member of Visa (since June 1995) and MasterCard (since October 1997), and also issued cards of the Russian national payment card system (NSPK) and, from early 2016, was the first regional bank in the Urals to service and issue Mir cards. In February 2016 it was the only bank in Tyumen Oblast to take part in the state program for recapitalization of regional banks. Zapsibkombank expanded its branch network across the Urals and Western Siberia, opening offices in Moscow, Ishim, Pyty-Yakh, Uray, Yugorsk, Yalutorovsk and Noyabrsk in 1993, and later in million-plus cities including Yekaterinburg (2011), Chelyabinsk (2012), Nizhny Novgorod (2012), Novosibirsk, Ufa, Omsk, Kemerovo, Samara, Kazan and Saint Petersburg (2013). By 1 January 2019 it had a head office and 80 subdivisions, including branches in Moscow, Novosibirsk, Saint Petersburg and Ufa. The bank held an IPO in 1994 and received its first credit rating from Standard & Poor's in 2007, debuting bonds on the MICEX in 2008 and raising RUB 1.5 billion. In November 2012 its bonds entered the Bank of Russia's Lombard List. On 15 January 2019 S&P upgraded its credit rating to 'BB+' with a positive outlook. On 23 January 2019 Alexander Surin was appointed president and chairman of the management board, succeeding Dmitry Goritsky, who became a member of the board of directors. On 1 January 2022 the bank was liquidated following reorganization through merger into AO BM-Bank; the record of the credit organization was annulled under document No. 2227700283919 dated 01.01.2022. Several former bank executives went on to hold high state and municipal positions in Tyumen Oblast.

History

Zapsibkombank was created on 23 November 1990 on the basis of the Tyumen territorial administration of Promstroybank USSR and more than 20 of its branches. The establishment followed the decree of the Supreme Soviet of the RSFSR of 13 July 1990 No. 92-1 'On the State Bank of the RSFSR and Banks on the Territory of the Republic', which required all institutions of state specialized banks in autonomous republics, krais and oblasts to be transformed into commercial banks on a joint-stock or share basis before 1 January 1991. This decree spurred rapid development of the banking system: in the same year, 130 banks were created in the Urals and Western Siberia. The main founders of Zapsibkombank were Nadymgazprom, Urengoygazprom, Yamburggazdobycha, Nizhnevartovskneftegaz and the Tobolsk petrochemical combine. The first president of the bank was L. B. Grinfeld, head of the Tyumen territorial administration of Promstroybank USSR. In 1997, vice-president N. Ya. Belyaev was appointed to replace Grinfeld. In April 1998, after Belyaev retired, V. V. Yakushev, manager of the Salekhard branch, became president. On 13 June 2001, President V. V. Yakushev moved to the post of vice-governor of Tyumen Oblast, and his place was taken by D. Yu. Goritsky, first deputy governor for economic and financial affairs. From 23 January 2019, Alexander Surin was appointed president and chairman of the management board; the previous holder of the post, Dmitry Goritsky, became a member of the board of directors. The bank expanded its branch network: in 1993 branches were opened in Moscow, Ishim, Pyty-Yakh, Uray, Yugorsk, Yalutorovsk and Noyabrsk. From 2011, active development of the service network in million-plus cities began: the first office in Yekaterinburg appeared in September 2011, in Chelyabinsk in June 2012, in Nizhny Novgorod in November 2012, and in 2013 in Novosibirsk, Ufa, Omsk, Kemerovo, Samara, Kazan and Saint Petersburg. In 2014 a branch opened in Uvat, followed in 2015 by Nizhnyaya Tavda. In 2017, specifically for its clients, Zapsibkombank opened a Mortgage Center in Tyumen. The bank held an IPO in 1994. In 2007 Zapsibkombank received its first credit rating from the international rating agency Standard & Poor's, which allowed it to debut its bonds the following year: the bank raised RUB 1.5 billion on the MICEX stock exchange. The next bond issue took place in 2011. In November 2012, ZSKB bonds entered the Lombard List of the Bank of Russia. On 15 January 2019, Standard & Poor's upgraded Zapsibkombank's credit rating to 'BB+', while confirming the short-term credit rating at 'B' with a positive outlook. As of 1 January 2019, the bank was represented by a head office and 80 subdivisions: branches in Moscow, Novosibirsk, Saint Petersburg and Ufa; 67 additional offices; operational offices in Yekaterinburg, Kazan, Omsk, Samara and Chelyabinsk; 1 operational cash desk outside the cash center; and 3 remote workplaces in Tyumen. The bank was a universal credit organization providing a full range of lending, deposit-taking and settlement-cash services to individuals and organizations. It was an issuer of cards of Visa International and MasterCard Worldwide, as well as the National Payment Card System (NSPK).
