Wind Telecomunicazioni S.p.A., generally marketed as Wind, was an Italian telecommunications company that operated mobile and fixed-line communications services. It entered the Italian market in December 1997, becoming the country’s third mobile operator after TIM and Vodafone. Its founding shareholders were Enel, France Télécom and Deutsche Telekom, reflecting an effort to introduce additional competition into a market historically dominated by the incumbent telephone operator. Wind’s consumer business grew around mobile voice, messaging, data and broadband services. Its network evolved from GSM and GPRS to EDGE, UMTS, HSPA and LTE, allowing the company to compete across successive generations of mobile technology. Between 2015 and 2016, VimpelCom and CK Hutchison Holdings negotiated the combination of Wind and 3 Italy. The equal joint venture was completed on 31 December 2016, creating Wind Tre. Although the corporate combination took place at that time, Wind, 3 and Infostrada continued to be used as separate consumer-facing brands for several years. Wind Business was combined with 3 Business in May 2017 to form Wind Tre Business, serving companies and VAT-registered customers. History
Wind Telecomunicazioni was established in Italy on 1 December 1997 by Enel, France Télécom and Deutsche Telekom. Its creation added a new competitor to the Italian mobile market, where TIM and Vodafone were already established. Wind developed a nationwide telecommunications business combining mobile services with fixed-line and internet operations. The fixed-line component was built substantially around Infostrada. Infostrada had been created in 1996 by Olivetti Telemedia and Bell Atlantic to compete with Telecom Italia. In 1997 Mannesmann replaced Bell Atlantic as a partner, and Infostrada later became controlled by Mannesmann. The business also reached an agreement with Ferrovie dello Stato in 1998 concerning access to railway infrastructure and the use of part of the Rete Ferroviaria Italiana optical-fiber network. Olivetti sold Infostrada to Mannesmann in 1999; Enel subsequently acquired it, and the business was incorporated into Wind in 2002. The Infostrada name continued to be used for fixed telephony, DSL and fiber services. Wind changed ownership in 2005 when Weather Investments acquired the company. In 2006, Khaled Bichara was appointed chief operating officer. In 2011, Wind became part of the enlarged VimpelCom group after VimpelCom merged with Orascom Telecom. The new group appointed Bichara as Wind’s chairman and Ossama Bessada as chief executive officer after Luigi Gubitosi’s departure. Technologically, Wind operated GSM networks at 900 and 1800 MHz, as well as E900, GPRS, EDGE, UMTS, HSPA and LTE services. Its network supported traditional voice and messaging, video calling and mobile broadband. In 2013 the company announced a substantial fourth-generation investment, aimed at expanding LTE coverage and narrowing the technological gap with larger rivals. Wind also built a broad distribution system through owned stores, exclusive franchises and electronics retailers. Its historical customer base included both mobile and fixed-line subscribers. The company served approximately 21.6 million mobile customers and 2.8 million fixed-line customers in the period documented by the reference material, making it a significant Italian communications operator.
