Overview

WGEN-TV is a full-power television station licensed to Key West, Florida, and associated with the Miami–Fort Lauderdale designated market area. The station broadcasts on digital channel 8 and primarily serves Spanish-speaking audiences. Although its transmitter is located in Key West and its direct over-the-air coverage is concentrated in the western Florida Keys, WGEN-TV extends its effective South Florida reach through a group of low-power translator facilities as well as cable and satellite carriage. Its studios are located in Miami’s Medley neighborhood on Northwest 75th Street. The station began broadcasting on May 26, 1996, under the call sign WWFD. During its first years it carried Portuguese-language programming aimed at the region’s Brazilian population. The call sign changed to WWTU in 2000 and to WVIB in 2002 before the station adopted WGEN-TV in July 2004. Before late 2005, it was owned by Sonia Broadcasting and was co-owned with another Key West outlet, WDLP-TV, now known as WSBS-TV. A major change came in December 2005, when Colombian broadcaster Caracol Televisión obtained control through the Mapale LLC ownership structure while remaining subject to federal limits on foreign ownership of U.S. broadcast stations. Caracol relaunched the station in September 2006 under the GenTV identity and supplied much of its programming. The schedule included Colombian and Brazilian telenovelas, Noticias Caracol, entertainment, locally produced programs, and adaptations of Caracol formats such as Desafío 20.06. WGEN also operated a local news department branded Noticias 8 and later produced or carried programs including ALAIN, Una Mano Amiga, El Show con Tony Benítez, Club 10, La boca loca de Paul, La ex, and María Elvira. WGEN-TV’s network affiliations changed several times. In December 2012, MundoFox moved its Miami affiliation from WJAN-CD to WGEN-TV. After MundoFox became MundoMax in 2015 following RCN Televisión’s acquisition of Fox’s interest, WGEN continued to carry the network while retaining connections to Caracol-supplied programming. When MundoMax ceased operations in December 2016, WGEN became an Azteca América affiliate. That arrangement ended in November 2017, when Azteca América returned to WPMF-CD and WGEN resumed the GenTV identity with a Spanish-language independent schedule. Liberman Broadcasting announced in January 2018 that it would acquire WGEN-TV. The transaction was completed in March 2018, making the station an owned-and-operated outlet of Estrella TV, the identity adopted by Liberman after its 2020 corporate reorganization. The station was promoted as Estrella TV Canal 8, with a soft launch beginning March 1. Caracol and locally produced programming were removed after the ownership change, and the schedule shifted largely to Estrella TV programming, apart from local paid programming. The station’s local news operation was also shut down. A possible news relaunch was considered, but plans were affected by Liberman Broadcasting’s bankruptcy filing in November 2018. WGEN-TV completed the United States digital television transition on June 12, 2009, ending analog broadcasts on VHF channel 8 and relocating its digital signal to channel 8 after operating digitally on pre-transition channel 12. Because the Key West transmitter cannot provide full-market terrestrial coverage, translators have historically been important to the station’s distribution. Several associated facilities have since been surrendered, cancelled, or removed, including WDLP-CD, W24DE-D, and W08ED-D. The station remains a Spanish-language broadcast outlet identified with the South Florida market and the Estrella TV programming service.

History

WGEN-TV signed on May 26, 1996, as WWFD, a Key West station whose early schedule included Portuguese-language programming for the area’s Brazilian population. Its call letters changed to WWTU in February 2000 and WVIB in February 2002. The station became WGEN-TV on July 1, 2004. It was initially associated with Sonia Broadcasting and was co-owned with WDLP-TV, another Key West station. In December 2005, Caracol Televisión took control through Mapale LLC, subject to the foreign-ownership restrictions imposed on U.S. terrestrial broadcasters. Caracol relaunched the station as GenTV on September 18, 2006, providing much of the schedule. WGEN-TV carried Colombian and Brazilian serial programming, Noticias Caracol, reality and entertainment formats, and a mixture of locally produced and outsourced programs. Its local news operation operated under the Noticias 8 name and later produced high-definition broadcasts. Programs associated with the period included Desafío 20.06, ¿Quién manda a quién?, La boca loca de Paul, La ex, María Elvira, ALAIN, Una Mano Amiga, El Show con Tony Benítez, and Club 10. On December 28, 2012, MundoFox transferred its Miami affiliation to WGEN-TV. The station subsequently carried MundoMax when the network was renamed after RCN Televisión acquired Fox’s interest in July 2015. WGEN’s relationship with Caracol remained separate from the network affiliation because Caracol programming was supplied through Mapale. When MundoMax shut down on December 1, 2016, WGEN joined Azteca América and moved its weeknight local newscast from 5 p.m. to 6 p.m. under the Hechos Miami 8 title. In November 2017, Azteca América moved back to WPMF-CD, and WGEN returned to a GenTV-branded Spanish independent schedule. Liberman Broadcasting announced its purchase of WGEN-TV in January 2018. The transaction closed on March 16, 2018, after a soft launch for Estrella TV programming began on March 1. The station became Estrella TV Canal 8 and operated as an Estrella TV owned-and-operated outlet. Caracol and locally produced programs were removed from the schedule, while the station’s local news department was closed. A possible news relaunch was considered, but Liberman’s November 2018 bankruptcy filing appears to have prevented further development. Technically, WGEN-TV ended analog broadcasts on June 12, 2009, as part of the U.S. digital transition. Its digital facility moved to channel 8. The Key West transmitter’s limited terrestrial footprint means the station has historically depended on translators across the Florida Keys and Miami area, in addition to cable and satellite distribution. Some related translator licenses were later cancelled or surrendered, including WDLP-CD in 2017, W24DE-D in 2020, and W08ED-D in 2023.
