Overview

The West-Siberian Innovation Center (Russian: Западно-Сибирский инновационный центр), commonly branded as the Tyumen Technopark (Тюменский Технопарк), is a Russian innovation and technology park located in the city of Tyumen, in the oil- and gas-rich Tyumen Oblast of Western Siberia. It operates as a state autonomous institution (ГАУ ТО) and functions as an ecosystem of services for developing people, ideas and projects, combining business incubation, office and industrial space, event infrastructure and investment-promotion activity for the region. The center's origins trace to regional efforts in the mid-2000s to build a technology-innovation park in Tyumen. In November 2005 the Tyumen region took part in a federal competition to create a special economic zone and technology-innovation facility; in March 2006 government funding was approved for the federal high-tech park programme, and a concept for the Tyumen technopark was developed. Cooperation agreements followed with the Finnish technopark operator Technopolis and with Cisco Systems, and in December 2007 the website tyumen-technopark.ru was launched. The first tenants began moving in during April 2008, and in November 2008 an innovation center for oil and gas started operating. After a series of reorganizations, in 2010 the state autonomous institution "West-Siberian Innovation Center" became the official representative of the Fund for Assistance to the Development of Small Enterprises in the Scientific and Technical Sphere (the Bortnik Fund) in Tyumen Oblast. Today the Tyumen Technopark presents itself as an ecosystem that develops the region's investment potential, supports the entrepreneurial community and, through its infrastructure, enables dialogue among professionals across sectors — from closed business meetings to large-scale events attended by corporate leaders and political figures. It offers event space for regional, national and international events, with a team of project managers, engineers and a creative unit organizing turnkey events. As an infrastructure object it highlights a convenient location with large parking, a business district setting surrounded by a park and historic sites, and multifunctional space suited to many formats of interaction and to photo and video production. The center's infrastructure was built in two stages. The first stage occupies the ODM Geolog building, with an area cited as 14,000 m², housing a business incubator that supports new educational programmes, conferences, exhibitions of ongoing projects and prototype construction. The second stage is located near Lake Alebasheva and covers 75 hectares, comprising a modern building for technically demanding projects, offices, an industrial zone and a business incubator, and supporting projects in housing construction and building development. The center cooperates with Tyumen universities and other Russian technoparks, and its partners have included companies such as Neftemash, TMotor, GK Status, T-DSK and TNGG.

History

The West-Siberian Innovation Center emerged from a regional push in the mid-2000s to build a technology-innovation park in Tyumen, an administrative center of Tyumen Oblast in Western Siberia on the Tura River, whose oil and gas deposits helped drive scientific research. In November 2005 the Tyumen region participated in a federal competition to build a special economic zone and a technology-innovation facility. In March 2006, by government decree, financial assistance from the federal budget was approved for the programme "Creation of Parks in the Russian Federation" for the high-tech sector. A concept for a technical-innovation park in Tyumen was developed by the company Pro-Invest-Spetsproekt. A cooperation agreement was signed with the Finnish company Technopolis, which took on construction and management of the technopark. In December 2006 cooperation was agreed with Cisco Systems regarding innovation activity in the West-Siberian oil and gas innovation center project, with Cisco committing to provide technical advice for the technopark's development. Contracts followed with other companies as potential tenants, and reconstruction work began on the ODM Geolog building. In December 2007 the website www.tyumen-technopark.ru was created. In January 2008 the American company Baker Hughes discussed obtaining resident status in the park. In April 2008 the first tenants began moving into the West-Siberian Innovation Center. In November 2008 an innovation center for oil and gas began operating. After a series of reorganizations, in 2010 the state autonomous institution "West-Siberian Innovation Center" became the full representative of the Fund for Assistance to the Development of Small Enterprises in the Scientific and Technical Sphere (the Bortnik Fund) in Tyumen Oblast. The Bortnik Fund is a foundation supporting small innovative science and technology enterprises, a non-profit organization created and financed by the Russian government; companies supported by the fund had created around 3,500 patented inventions, generated income of roughly 6 billion rubles and created thousands of new jobs. The center's infrastructure was built in two stages: the first in the ODM Geolog building with an area cited as 14,000 m², housing a business incubator supporting new educational programmes, conferences, exhibitions of ongoing projects and prototype construction; the second near Lake Alebasheva covering 75 hectares, a modern building for technically demanding projects and including offices, an industrial zone and a business incubator, supporting projects in housing construction and building development. The center has cooperated with Tyumen universities (Tyumen State Agricultural Academy, Tyumen State University, Tyumen State Architectural University, Tyumen State Oil and Gas University, Tyumen State Medical Academy), other Russian technoparks (T-Park, TP86, IT-Park, TPark Obninsk, Technopark Himgard, Technopark 42) and enterprises such as Neftemash, TMotor, GK Status, T-DSK and TNGG. Today the Tyumen Technopark presents itself as an ecosystem for developing the region's investment potential, supporting the entrepreneurial community and enabling dialogue among professionals through closed business meetings and large-scale events, offering event space for regional, national and international events.
