Vietnam Electricity (EVN) is the principal state-owned electricity group in Vietnam. History
Vietnam Electricity was established in 1994 as part of the modernization and reorganization of Vietnam's electricity industry. Its creation provided a national corporate structure for managing electricity generation, transmission, distribution, and related engineering and investment activities as the country moved through rapid economic transformation. During the late twentieth and early twenty-first centuries, Vietnam experienced strong growth in industrial output, urbanization, household electrification, and electricity consumption. EVN consequently became a principal vehicle for expanding generation capacity and extending the national grid. Hydropower played a particularly important role in this period. Large river-basin projects supplied comparatively low-cost electricity and helped support the expansion of the national system, while transmission construction connected previously separate or weakly connected areas. As the system expanded, EVN developed a group structure built around specialized generation companies, transmission operations, distribution corporations, system and market operations, and engineering or project-management entities. This structure reflected both the technical complexity of the electricity industry and Vietnam's gradual movement toward a more formal electricity-market model. EVN remained the dominant state-owned group even as selected functions were separated institutionally and independent or non-EVN generators gained a larger role. The generation portfolio evolved beyond hydropower. Coal-fired and gas-fired plants became important as demand outpaced the remaining economically attractive hydropower potential. EVN also became involved in integrating solar and wind capacity into the grid as renewable-energy development accelerated in Vietnam. The resulting system required more transmission investment, flexible generation, forecasting, balancing, and coordination between central authorities, generators, network operators, and distribution companies. EVN's public role has continued to combine commercial operation with national policy objectives. It has been expected to support reliable electricity access, maintain and expand essential infrastructure, serve customers across regions, and participate in national electrification and development programs. At the same time, it has faced the normal pressures of a capital-intensive utility: large investment needs, fuel and imported-power costs, foreign-exchange exposure, hydrological uncertainty, maintenance requirements, and tariff decisions that may not immediately reflect operating costs. In the contemporary Vietnamese electricity sector, EVN remains a central institution rather than a single-technology generator. Hydropower remains an important part of its identity and portfolio, but the group operates within a broader national system that includes multiple generation technologies, renewable-energy projects, transmission networks, distribution businesses, and market institutions. Its continuing importance derives from its scale, state ownership, network responsibilities, and role in coordinating the supply of electricity to Vietnam's economy and population.
