Uruguay River pulp-mill dispute
UPM's Fray Bentos pulp mill became part of a prolonged dispute between Argentina and Uruguay over alleged pollution, environmental monitoring and Uruguay's authorization of increased production. The dispute followed the International Court of Justice's 2010 finding that Uruguay had violated procedural consultation obligations under the bilateral river treaty, while the court did not find grounds requiring the mill's closure. Later production increases revived diplomatic and public controversy.
