Overview
Universitas Ngurah Rai (UNR) is a private higher-education institution located in Denpasar, Bali, Indonesia. It was established on 23 May 1979 by Yayasan Jagadhita Denpasar, which serves as the legal organizing body of the university. UNR is described as the second-oldest private university in Bali, and also within the working area of LLDikti Region VIII, which covers Bali, West Nusa Tenggara (NTB) and East Nusa Tenggara (NTT). From its beginning, the university was intended to widen access to quality higher education at affordable cost for the wider community. At its founding, UNR comprised four faculties with six undergraduate (Strata 1) study programmes: the Faculty of Engineering with Civil Engineering and Architecture; the Faculty of Economics with Management and Development Economics; the Faculty of Law with Legal Studies; and the Faculty of Social and Political Sciences with Public Administration. Over the decades the academic structure has evolved. In 2008, under Yayasan Jagadhita Denpasar, UNR opened postgraduate (Strata 2) programmes, beginning with a Master of Public Administration (MAP). In 2014 it added a Master of Law (MH) programme. Today the university presents four faculties and seven study programmes, including the Faculty of Science and Technology (Civil Engineering and Architecture), the Faculty of Economics and Business (Management), the Faculty of Law, and the Faculty of Social Sciences and Humanities (Public Administration), plus a postgraduate school offering Master of Public Administration and Master of Law. UNR's identity is closely tied to Balinese culture and Hindu philosophy. Its emblem is the Padma (lotus) surrounded by flames, with a Trisula (trident) at the centre and three circles bearing the philosophy "Tri Hita Karana". The name honours national hero I Gusti Ngurah Rai, and the university's symbolism draws on his spirit of struggle. The institution has produced thousands of graduates, including public figures such as A.A. Ngurah Puspayoga, Minister of Cooperatives and Small Business in President Jokowi's Working Cabinet (2014–2019); I Gusti Ayu Bintang Darmawati, who became Minister of Women's Empowerment and Child Protection in 2019; and I Wayan Artha Dipa, Vice Regent of Karangasem, Bali, who served two terms ending in 2024. UNR's student body comes not only from Bali's nine regencies and cities but also from outside the province, including Java, Sumatra, West Nusa Tenggara and East Nusa Tenggara. Academic activities are delivered by experienced lecturers, including two permanent professors, around 40 permanent lecturers with doctoral qualifications and around 100 with master's degrees. The university operates an online academic information system (SIAKAD), offers online registration, and promotes itself with the slogan "Kampus Anti Nganggur" (a campus against unemployment) and the call "Ayo Raih Mimpimu Bersama Universitas Ngurah Rai" (let's achieve your dreams with Universitas Ngurah Rai).
History
Universitas Ngurah Rai was founded on 23 May 1979, when Yayasan Jagadhita Denpasar was established as the legal body organizing the university. The initiative grew out of the idealism of Ketut Wirata Sindhu, who, together with other figures, founded the university. The foundation's founders included Ketut Wirata Sindhu, Tjokorda Gde Atmadja, SH, Ketut Purya, SH, Drs. Nyoman Sura Adi Tanaya, Drs. Anak Agung Gde Raka, and Nyoman Mustika, SH. The foundation was later renamed from Yayasan Jagadhita to Yayasan Jagadhita Denpasar so that it could be registered with the Indonesian Ministry of Law and Human Rights, as the old name was already widely used. The university is located in Denpasar, on Jalan Padma, at the Ngurah Rai Campus. It began with four faculties and six undergraduate (Strata 1) study programmes: the Faculty of Engineering with Civil Engineering and Architecture; the Faculty of Economics with Management and Development Economics; the Faculty of Law with Legal Studies; and the Faculty of Social and Political Sciences (Fisipol) with Public Administration. UNR is recognized as the second-oldest private university in Bali, and also within the working area of LLDikti Region VIII covering Bali, NTB and NTT. In 2008, as the university developed and public awareness of higher education grew, UNR opened postgraduate (Strata 2) programmes under Yayasan Jagadhita Denpasar, initially with one programme: the Master of Public Administration (MAP). In 2014, to broaden opportunities for those seeking a master's degree, UNR opened the Master of Law (MH) programme. Today the university has four faculties and seven study programmes: the Faculty of Science and Technology with Civil Engineering and Architecture; the Faculty of Economics and Business with Management; the Faculty of Law; the Faculty of Social Sciences and Humanities with Public Administration; and a postgraduate school offering Master of Public Administration and Master of Law. The university's philosophy is drawn from local culture, specifically "Tri Hita Karana", which is expressed in the institutional emblem: a Padma (lotus) surrounded by burning flames, with a Trisula (trident) at the core and surrounded by three circles bearing the words "Tri Hita Karana". The emblem's white base symbolizes purity; the red flames symbolize the undying spirit and courage of national hero I Gusti Ngurah Rai; the yellow lotus with eight petals (Astha Dala) symbolizes the eight forms of divine power (Astha Sakti); and the three yellow circles symbolize the three forms of an exalted life, namely harmony between humans and humans, humans and nature, and humans and God. UNR has produced thousands of graduates, among them A.A. Ngurah Puspayoga, Minister of Cooperatives and Small Business Development in President Jokowi's Working Cabinet (2014–2019); I Gusti Ayu Bintang Darmawati, Minister of Women's Empowerment and Child Protection from 2019; and I Wayan Artha Dipa, Vice Regent of Karangasem, Bali, who served two terms ending in 2024. Students come from Bali's nine regencies and cities as well as from Java, Sumatra, West Nusa Tenggara and East Nusa Tenggara. Academic activities are carried out by experienced lecturers, including two permanent professors, about 40 permanent lecturers with doctoral qualifications and about 100 with master's degrees.
