Overview
Universitas Bhayangkara Jakarta Raya (commonly shortened to Ubharajaya or Ubhara Jaya) is a private higher-education institution in Indonesia, operating under the auspices of Yayasan Brata Bhakti, the social-welfare foundation historically linked to the Indonesian National Police (Polri). The university was formally established by a decision of the Chief of the Indonesian National Police in 1995, building on a foundation tradition that dates back to the early 1950s. Its two campuses are located in South Jakarta (Kampus Harsono, Jl. Harsono RM No. 67, Ragunan, Pasar Minggu) and in North Bekasi, West Java (Kampus Perjuangan, Jl. Raya Perjuangan, Bekasi Utara). Ubharajaya offers 18 study programmes spanning undergraduate (S1) through doctoral (S3) levels, organised across faculties including Law, Engineering, Economics and Business, Communication Science, Psychology, Education, and Computer Science. Programmes include Law (S1, S2, S3), Industrial Engineering, Chemical Engineering, Environmental Engineering, Petroleum Engineering, Accounting, Management (S1 and S2), Primary School Teacher Education, Sports Coaching Education, and others. According to the university's official website, all programmes hold accreditation from Indonesia's National Accreditation Board for Higher Education (BAN-PT). On 14 April 2025, Ubharajaya was awarded the "Unggul" (Excellent) institutional accreditation status by BAN-PT under Decree No. 2113/SK/BAN-PT/Ak/PT/IV/2025, valid for five years. The university also operates a Professional Certification Institute (LSP), allowing graduates to earn professional certifications alongside their degrees. It cooperates with the National Narcotics Agency (BNN) as a "drug-free campus," offers scholarships for high-achieving students, and provides international cooperation opportunities such as student exchanges, seminars, conferences, and workshops with overseas universities. Tuition is described as affordable and payable in instalments. The current rector is Irjen. Pol. (Purn) Prof. Dr. Drs. H. Bambang Karsono, S.H., M.M., a retired police inspector general, and the Director of Research is Prof. Adi Fahrudin. As a private institution, Ubharajaya is not listed on any stock exchange; it is owned and governed by Yayasan Brata Bhakti.
History
The origins of Universitas Bhayangkara Jakarta Raya lie in the welfare institutions of the Indonesian National Police. The first idea to create a body to manage the welfare of Polri members was put forward by RS. Soekanto Tjokrodiatmodjo, the first Chief of the Indonesian National Police, and was followed up by Sosro Danoekoesoemo. A key consideration was that service to the state and nation should be balanced by adequate family welfare. At a meeting of the PBP3RI (Pengurus Besar Persatuan Pegawai Polisi Republik Indonesia) in mid-1951 chaired by R. Memet Tanumidjaja, S.H., the idea was further concretised, and on 21 January 1952 the Badan Kesejahteraan Sosial Pusat Kepolisian Indonesia was established by Notarial Deed RM. Soerojo No. 122. That date of 21 January is commemorated as the anniversary of Yayasan Brata Bhakti. Following Instruction Menhankam/Pangab No. INST/B/17/III/1970 dated 23 March 1970 concerning the inventory of welfare foundations within ABRI, the Yayasan Kepolisian Brata Bhakti was established by Notarial Deed Soeleman Ardja Sasmita, S.H. No. 17 dated 9 December 1972. The Chief of the Indonesian National Police, as Chairman of Yayasan Brata Bhakti, then issued Decision No. Pol.: Kep/05/IX/1995/YBB to establish Universitas Bhayangkara Jakarta Raya (Ubhara Jaya) in 1995. Since its founding, Ubharajaya has grown into a multi-faculty institution with two campuses. Kampus I (Kampus Harsono) is located at Jl. Harsono RM No. 67, Ragunan, Pasar Minggu, South Jakarta, while Kampus II (Kampus Perjuangan) is at Jl. Raya Perjuangan, Bekasi Utara, Bekasi, West Java. The university offers 18 study programmes from S1 to S3 across faculties of Law, Engineering, Economics and Business, Communication Science, Psychology, Education, and Computer Science. All programmes are accredited by BAN-PT. On 14 April 2025, the university achieved the 'Unggul' (Excellent) institutional accreditation, valid for five years. The current rector is Irjen. Pol. (Purn) Prof. Dr. Drs. H. Bambang Karsono, S.H., M.M., and the Director of Research is Prof. Adi Fahrudin.
