Overview

The Universidad Dirección Nacional de Escuelas y Educación Policial (DINAE – DIEPO), commonly known as the Dirección de Educación Policial or Universidad Policial, is the university-level education arm of the Policía Nacional de Colombia. It is not a private or independent university but an institutional directorate of the Colombian National Police, charged with coordinating the training, instruction and continuing education of police personnel across the country. Its academic structure is deliberately organized like a university, with vicerrectorías (vice-rectorates) and facultades (faculties) rather than the conventional directorate divisions used elsewhere in the police force. The institution operates a large, geographically dispersed network of schools and training centres. These include the Escuela de Cadetes General Santander (ECSAN), which forms officers; the Escuela Nacional de Entrenamiento Policial (CENOP); the Escuela de Aviación Policial (ESAVI); the Escuela Nacional de Carabineros (ESCAR); the Escuela Antisecuestro y Antiextorsión (ESANT); the Escuela de Guías y Adiestramiento Canino (ESGAC); and the Escuela de Investigación Criminal (ESINC), among many others. Through these units it delivers pregrado (undergraduate) programmes, posgrado (specialization, master's and doctoral) programmes, mandatory service courses, and distance or open continuing education. Academically, DIEPO is organized into faculties covering police administration, police service studies, criminal investigation, specialized police studies, education sciences, legal sciences, environmental studies, road safety and public security. Supporting vice-rectorates handle academic affairs, continuing education, research, administration and finance, and social projection. The latter includes the Museo Histórico de la Policía Nacional, the Policía Nacional symphony orchestra, university welfare and alumni relations. As a state institution, DIEPO is funded and governed within the Colombian National Police and ultimately within the national security apparatus. Its degrees and programmes are aimed at serving police personnel and, in some cases, the broader public security community. Its mission is framed around "forging leadership to serve Colombia" and "investigating to protect, training to serve," reflecting the dual professional and academic identity of the institution.

History

The Dirección de Educación Policial (DIEPO), also referred to as the Universidad Dirección Nacional de Escuelas y Educación Policial (DINAE – DIEPO), is the education directorate of the Policía Nacional de Colombia. Unlike other directorates of the National Police, it is structured along university lines, with vice-rectorates and faculties, because its stated objective is to function as the police university institution. It is responsible for coordinating the formation, training and instruction of police personnel through a set of schools distributed across Colombian territory, as well as continuing distance education. Its governance includes a Consejo Superior de Educación Policial (Higher Council for Police Education), a Comité Directivo de Investigación (Research Steering Committee) and a Consejo Académico (Academic Council), supported by offices for private secretariat, planning, telematics, legal affairs, academic secretariat, university welfare, pedagogical management, and evaluation and quality. Below this level sit the vice-rectorates, under the Subdirección Nacional de Escuelas. The academic vice-rectorate oversees faculties including Police Administration, Police Service Studies, Criminal Investigation, Specialized Police Studies, Education Sciences, Legal Sciences, Environmental Studies, Road Safety and Public Security, along with a curriculum design office and planning secretariat. The continuing education vice-rectorate manages the institutional training plan, agreements development, and open and distance education. A research vice-rectorate handles research training, research development, and monitoring and dissemination. An administrative and financial vice-rectorate covers human talent, finance, and police service support. A social projection vice-rectorate includes the Museo Histórico de la Policía Nacional, the Policía Nacional symphony orchestra, university welfare and alumni. The decentralized units of the institution are grouped by faculty. Under Police Administration are the Escuela de Cadetes de Policía "General Francisco de Paula Santander" (ECSAN) and the Escuela de Estudios Superiores de Policía (ESPOL). Under Criminal Investigation is the Escuela de Investigación Criminal (ESINC). Under Police Service Studies are the Escuela de Suboficiales y Nivel Ejecutivo "Gonzalo Jiménez de Quesada" (ESJIM), the Centro de Instrucción en técnicas antisecuestro, the Centro de Instrucción de Seguridad y Protección a personas (CEISP), the Escuela Nacional de Carabineros (ESCAR), and numerous regional instruction centres and schools including CILET, ESAGU, CIPER, ESECU, ESRAN, ESVEL, ESANA, CIWAY, ESCER, CICOL, ESGON, CENOP, CIGOT, ESREY, ESBOL, CIGAV, ESSUM, ESYUT and ESMEB. Under Specialized Police Studies are the Escuela de Aviación Policial (ESAVI), the Escuela de Guías y Adiestramiento Canino (ESGAC), the Escuela de Inteligencia y Contrainteligencia (ESCIC), the Escuela de Tecnologías de la Información y las Comunicaciones (ESTIC) and the Escuela de Seguridad Vial (ESEVI). Through this network, DIEPO delivers undergraduate, postgraduate (specialization, master's and doctoral) and mandatory courses, positioning itself as the academic backbone of Colombian police professionalization.
