History
The Universidad de la Sierra Sur (UNSIS) was established as part of a state strategy to decentralize higher education in Oaxaca and to prevent the concentration of academic and scientific resources in a few already-advantaged zones. Its stated objectives include preventing the human "decapitalization" of disadvantaged regions, improving knowledge of regional economic resources, forming social leaders in the public and private spheres, introducing a professional elite into a society that lacks one, improving the cultural competitiveness of its area of influence, and contributing to the competitiveness of the economies of Oaxaca and Mexico through high standards of teaching and research. The university began academic activities on 1 October 2000, offering the licenciaturas in Administración Municipal, Enfermería and Técnico Profesional Asociado en Procesos Agroindustriales under the auspices of the state government. On 12 April 2003, by the will of the state executive, it was integrated into the Sistema de Universidades Estatales de Oaxaca (SUNEO). That same year the Licenciatura en Ciencias Empresariales was incorporated. In 2004 the Licenciatura en Administración Pública and the Licenciatura en Informática were created. In 2009 the Licenciatura en Nutrición and the Maestría en Planeación Estratégica Municipal were added. In 2010 the Maestría en Salud Pública, the Maestría en Gobierno Electrónico and the Doctorado en Gobierno Electrónico were incorporated; the Maestría en Salud Pública was formally incorporated in 2011. In 2017 the Licenciatura en Odontología opened, and in 2018 the Licenciatura en Medicina was added. Alongside its teaching programmes, UNSIS developed a research structure. In March 2009 the Instituto de Estudios Municipales (IEM) was created as part of the university's organizational structure to respond to demands for scientific research across the areas of knowledge the university promotes; from May 2010, with the creation of the Instituto de Investigación sobre la Salud Pública, the IEM was left responsible only for the social, administrative and technological areas. The Instituto de Investigación sobre la Salud Pública seeks to consolidate teaching and research and to promote public health based on the determinants of health, to foster transformative scientific research, to advance social equity in health and living conditions, and to intervene in public-health decisions at community, state and national levels. In November 2011 the Instituto de Informática (IINFO) was created to carry out applied research, innovation of existing technology and application of emerging information and communication technologies. Governance follows a model in which the Rector is the highest university authority, appointed or removed by the Governor of the State. The Rector appoints the Vicerrector Académico and Vicerrector Administrativo, as well as the Jefes de Carrera, the Directors of the research institutes and the heads of the postgraduate divisions. The university's motto, Docendo Dicimus in Latin and Chun quiaa Tiaha sihi Nillao in Mixteco, means "Enseñando aprendemos" ("By teaching we learn"). The institution employs roughly 150 to 200 professors and enrolls between about 2,200 and 2,800 students, and it operates eleven laboratories, including facilities for anatomy and physiopathology, biology, a centre for anatomy and dissection, the Centro de Investigación en Nutrición y Alimentación (CINA), a dentistry centre, an information technologies centre, a robotic clinic, e-government, computing and electronics, chemistry, and public health.
