Overview

Universidad Científica del Perú (UCP) is a private university based in Iquitos, in the Peruvian Amazon. It was created on 29 May 1990 by Law No. 25213 of the Congress of the Republic of Peru under the name Universidad Particular de Iquitos, sponsored by the Asociación Cultural Oriente Peruano (ACOP). Academic activity began in 1992 with seven professional programmes: Economics, Administration, Accounting, Civil Engineering, Law, Communication Sciences and Obstetrics. In 2009 the institution was authorised to adopt its current name, Universidad Científica del Perú, by CONAFU resolution No. 120-2009-CONAFU of 11 March 2009. The university describes its mission as forming competent professionals committed to the sustainable development of the Amazon and the country, and promoting research, conservation and defence of biological and cultural diversity within a framework of Amazonian interculturality. Its vision is to lead academic, humanistic, scientific and technological education that addresses the problems of the Amazon, and to be recognised nationally and internationally as a space for the dissemination, promotion, generation and innovation of knowledge with an intercultural and environmental sustainability approach. UCP offers undergraduate programmes including Law and Political Science, Business Administration, Economics, Accounting, Civil Engineering, Communication Sciences and Obstetrics, and provides admission processes for pregrado studies. The campus includes facilities such as an odontology laboratory, biomedical laboratory, soils laboratory, IT laboratory, gastronomy workshop, audio and video laboratory, and ICT classrooms. A language centre opened on 21 September 2010 in the university's Cultural Centre in central Iquitos, teaching English and Portuguese. Institutional licensing by SUNEDU is presented by the university as the start of a new stage, reaffirming its commitment to professional training and the development of the Amazon. The current rector is Dr. José Napoleón Jara Martel. The university has experienced periods of administrative reorganisation, including the 2001 appointment of a Reorganising Commission by the Asamblea Nacional de Rectores and the separation of ACOP from university governance, as well as a contested rectoral re-election case resolved in 2010.

History

Universidad Científica del Perú was created on 29 May 1990 by Law No. 25213 of the Congress of the Republic of Peru, during the final period of Alan García Pérez's government, under the name Universidad Particular de Iquitos. It was sponsored by the Asociación Cultural Oriente Peruano (ACOP), which designated an Organising Commission. Academic life began in 1992 with seven professional programmes: Economics, Administration, Accounting, Civil Engineering, Law, Communication Sciences and Obstetrics. In its early years the university lacked a fixed administrative system, which endangered its management. To overcome the crisis, on 13 August 2001 the Asamblea Nacional de Rectores (ANR), through Resolution No. 1406-2001-ANR, appointed a Reorganising Commission responsible for drastically overcoming academic, administrative, regulatory and governance weaknesses. The ANR ordered the definitive separation of ACOP from the university's governance. ACOP filed lawsuits before the Judiciary and the Constitutional Tribunal to annul this decision, but these were dismissed in 2002 and 2003. Nevertheless, ACOP continued offering services under that name. Thanks to the Commission's contributions, enrolment grew gradually to 50 students. During the rectorate of Íbico Rojas Rojas, which began in 2003, enrolment grew to 300 students as a result of administrative and disciplinary order. Forty ordinary professors were hired in their respective categories, along with 110 lecturers. This progress led the Asamblea Nacional de Rectores to allow members of the university to elect their governing bodies. The rectorate of Rojas Rojas was initially considered adequate, but it deteriorated as students complained of a harsh management that became almost a "dictatorship". During his administration, ICT classrooms were introduced. In 2009 the university faced an administrative problem. On 4 May 2010, a legal cassation proceeding regarding the re-election of Íbico Nicolás Rojas Rojas, held on 20 November 2007, was resolved. Dr. Juan Saldaña Rojas won the ruling. Rojas Rojas was removed from the rector's office due to his manipulation of the re-elections, in violation of University Law No. 23733, though he remained rector until the end of 2009. It was in that year that Universidad Particular de Iquitos changed its name to Universidad Científica del Perú (UCP) upon request to CONAFU, authorised on 11 March 2009 through Resolution No. 120-2009-CONAFU. After the controversial case, the university's administrative system was regularised, bringing a great change in faculty, classroom structure and student improvement. Its cultural position was strengthened. On 3 September 2010, Augusto Álvarez Rodrich presented his book Claro y directo in the university auditorium. On 17 September 2010, Miguel Ángel Cornejo visited the university for a conference on his "Tour Excelencia 2010", held for the first time in Iquitos. The university inaugurated a language centre on 21 September 2010 in its Cultural Centre in central Iquitos, teaching English and Portuguese, directed by Englishman Joe Plumb Nathaniel, with agreements with Newcastle upon Tyne University and the Bobby Robson Foundation. In recent years the university has emphasised its institutional licensing by SUNEDU, presented as the start of a new stage and a reaffirmation of its commitment to professional training and the development of the Amazon. The current rector is Dr. José Napoleón Jara Martel. The university continues to offer undergraduate programmes and maintains a process of cese (cessation) with regulations for continuity of studies and an exceptional extension of the cessation deadline in 2026.
