Overview
Unione Nazionale Consumatori (UNC) is Italy's first consumer protection association, founded in 1955 by Vincenzo Dona. It is headquartered in Rome at Via Duilio 13 and operates through more than 150 local committees and delegations across Italian cities. UNC is recognized by Italian law as a nationally representative consumer association under Article 137 of the Consumer Code and is a member of the National Council of Consumers and Users (CNCU) at the Ministry of Economic Development. It is also listed as a social promotion organization by the Ministry of Labour and Social Policies. The association's mission is to protect and represent consumers through assistance, information, education and orientation activities, as well as institutional advocacy before government, parliament and independent authorities. UNC is independent from political parties and trade unions and does not maintain commercial relationships with production or distribution companies. It is a member of Consumers International and, in Italy, of Consumer's Forum. UNC handles hundreds of thousands of complaints and inquiries annually at its central office alone. It provides personalized assistance through local offices and legal representation in collective actions. The association has been instrumental in numerous consumer protection battles, including textile labeling laws, olive oil classification, food labeling, net weight legislation, and the introduction of class-action lawsuits in Italy. In 2013, its efforts led to the first historic class-action ruling accepted by the Court of Naples. UNC publishes "Le Scelte del consumatore," a tri-weekly news agency and monthly consumer information magazine. It also established the Vincenzo Dona Award in 2007, recognizing individuals and theses that have distinguished themselves in consumer rights. The association received the Culture Award from the Presidency of the Council of Ministers in 1990 and won the Antitrust Award in 2017 (or 2018 per official site) as best consumer association.
History
Unione Nazionale Consumatori was founded in 1955 by Vincenzo Dona, making it the first consumer protection association in Italy. From its headquarters in Rome, it expanded to over 150 local committees and delegations across the country. The association was legally recognized as a nationally representative consumer body under Article 137 of the Consumer Code (Legislative Decree No. 206 of 6 September 2005) and is a member of the National Council of Consumers and Users (CNCU). It is also a member of Consumers International and Consumer's Forum in Italy. Throughout its history, UNC has conducted numerous comparative tests on food products, household appliances, textiles, cosmetics, detergents, and banking, insurance and telephone services. It successfully campaigned for laws on textile labeling, olive oil classification, mandatory sealed packaging for milk, pasta, rice and oils, food labeling, net weight legislation, and the use of Italian language on labels. More recently, it advocated for the introduction of class-action lawsuits in Italy, initially approved by Law 244 of 24 December 2007 and effective from 2010. In 2013, the Court of Naples accepted the first class-action in Italian history, thanks to UNC's efforts. In 1990, UNC received the Culture Award from the Presidency of the Council of Ministers for its consumer education activities. In 2017 (or 2018 according to the official website), it won the Antitrust Award as best consumer association for its work in promoting competition and consumer rights. In 2007, it established the Vincenzo Dona Award, named after its founder, to honor individuals and theses in consumer rights. Recipients have included Ralph Nader, Mario Monti, Pietro Grasso, Jeremy Rifkin, and many others. UNC publishes "Le Scelte del consumatore," a tri-weekly news agency and monthly magazine. It also published a book for its 50th anniversary titled "50 anni di storia e storie del consumerismo italiano" by De Agostini. The association continues to operate as a non-profit social promotion organization, independent from political parties and trade unions, and does not engage in commercial relationships with companies.
