Overview

The Union of Philatelists of Russia (Russian: Союз филателистов России, SFR) is a voluntary, non-commercial, independent and self-governing cultural and educational public association of philatelists in Russia, based on membership. It was organized in 1992 and is the successor to the Union of Philatelists of the USSR (SF SSSR). The organization was established on 15 February 1992 at the IV extraordinary plenum of the Central Board of the USSR Philatelists' Union, held in the city of Smolensk. In 1992, the 61st Congress of the International Federation of Philately (FIP) transferred membership in that organization from the USSR Philatelists' Union to the Union of Philatelists of Russia. In 1997, the first World Philatelic Exhibition "Moscow — 1997" was organized in Russia under the patronage of FIP and with the direct participation of the SFR. The SFR comprises 70 regional associations and unions, uniting about 50,000 philatelists. Its printed organs are the bulletin "News of Philately" (Новости филателии), the magazine "Philately" (Филателия), and the annual "Collector" (Коллекционер). The Union represents Russian philatelists in the FIP. Regional philatelic organizations of the SFR carry out extensive work locally. The tasks of the SFR include: developing philately in the country; raising the aesthetic level and educational significance of collecting; introducing scientific principles of methodology in philately; active participation of Union members in public and cultural life; protecting the interests of collectors; and creating favorable conditions for collecting. The SFR has held several congresses: the I Congress (15 February 1992) was the founding congress, which adopted the Charter and elected the board; the II Congress (1997) brought certain provisions of the Charter into compliance with the law on public organizations and changed the structure of governing bodies; the III Congress (1–2 December 2001) elected a new composition of governing bodies; the IV Congress (26–27 November 2005); and the V Congress (12 December 2009). Presidents of the SFR have included: 1992–2001 — Alexander Sergeyevich Ilyushin; 2001–2009 — Viktor Vasilyevich Gorbatko; 2009–2018 — Alexander Sergeyevich Ilyushin (from 2018 honorary president); 2018–present — Sergey Vasilyevich Yevtushenko; 2022–present — Alexey Anatolyevich Borodin. The official website of the Union of Philatelists of Russia is sfr.rusmarka.ru, which publishes news about philatelic exhibitions and events in Russia and internationally.
