Overview

The Union Advocates of Ukraine (Ukrainian: Спілка адвокатів України, SAU) is a non-profit, voluntary, professional, independent and self-governing all-Ukrainian public organization of advocates. It was established on the principles of equality and professional independence of its members, and it unites advocates for their professional development, improvement of training and qualification systems, promotion of the advocacy profession, legal awareness and ethical standards, strengthening of the institution of the bar in Ukraine, raising its role and authority in society, and protection of the lawful rights and interests of its members. The organization was created on the initiative of advocates who sought professional unity, independence of the Ukrainian bar, development of democratic principles of advocacy, participation of advocates in building a rule-of-law state, creation of reliable guarantees for advocacy, and protection of the social and professional rights of advocates. Following the creation of the Union of Advocates of the USSR in 1989, the initiative to create a Union of Advocates of Ukraine was supported by almost all bar collegia on 17 December 1989 at an expanded meeting of the Academic Council of the Kyiv Research Institute of Advocacy. On 20–22 September 1990, the Constituent Congress of Advocates was held in Kyiv, at which the Union Advocates of Ukraine was formed as an independent, self-governing organization. Its founding goals included uniting the efforts of the republic's advocates to form a democratic legal state; improving the level of legal aid and the role and authority of the bar in society and the state; promoting legislative recognition of individual, private advocacy; achieving full independence and self-government of the bar; protecting the professional rights and social interests, honour and dignity of advocates; spreading the historical traditions of the Ukrainian bar; and developing and deepening international ties of advocates. The board elected by the Constituent Congress included representatives of 22 bar collegia, and subsequently all regions of Ukraine, the Autonomous Republic of Crimea, and the cities of Kyiv and Sevastopol formed SAU branches. The Union Advocates of Ukraine promotes the development of the Ukrainian bar in accordance with international standards, raises its image in society and the world, draws attention to problems of advocacy and proposes solutions, actively participates in the development of Ukrainian legislation, represents the opinion of advocates in committees of the Verkhovna Rada, commissions on judicial and legal reform, and scientific-methodological commissions of the Supreme Court, and actively protects the professional rights and lawful interests of advocates. It is recognized by the international community, is involved in many important international programs, and has been admitted as an associate member to the CCBE — the Council of Bars and Law Societies of Europe — as well as to other influential international organizations. The Union Advocates of Ukraine is a public organization and does not provide legal assistance to individuals or legal entities. It publishes the information bulletin "Наша Спілка" (Our Union). The highest governing body of the Union is the Congress. The President of the Union exercises general leadership of the Union and general leadership of the work of the Council, the Board, the Executive Director and the Secretariat. The President and Vice-Presidents are elected from among the delegates of the Congress and by virtue of their position are members of the Council and the Board. The Council is its governing body between congresses. The Board is a permanent collegial management body. The Audit Commission controls the financial and economic activities of the Board and the state and accounting of material assets.
