Uninett

Uninett was a Norwegian state-owned organization responsible for operating and developing the national research and education network. Its principal users were non-commercial research and educational institutions, including universities, colleges, schools, libraries, and archives. Eligible institutions could connect to Uninett services for an annual fee, making the organization a shared national infrastructure provider rather than a conventional consumer telecommunications brand. Uninett began in 1976 as a project supported by the Royal Norwegian Council for Scientific and Industrial Research and was initially associated with SINTEF in Trondheim. The project developed into the operating organization for Norway's academic data network. In 1987, responsibility for administration of Norway's .no country-code top-level domain was delegated to Uninett. After approximately five years as a project organization, Uninett AS was established as a joint-stock company in 1993. Over time, Uninett expanded beyond basic network connectivity into specialized digital infrastructure and administrative technology for the education and research sectors. In 1999, its administrative-systems activities were separated into Uninett FAS, which developed technical systems for higher-education administration. Two further subsidiaries followed in 2002 and 2003: Uninett ABC, focused on web development and technology services for educational institutions, particularly primary and secondary schools, and Uninett Norid, which continued administration of the .no domain. In 2004, Uninett Sigma was created to coordinate advanced computing and storage resources for higher education; it later became Uninett Sigma2. The group was subsequently reorganized. Uninett ABC was separated from the group around the end of 2009 and beginning of 2010 after the Ministry of Education and Research sought to consolidate state ICT resources for basic education. Uninett FAS was wound up as a separate company on 31 December 2011. The remaining organization continued to provide networking and related digital infrastructure for Norway's knowledge sector, with its operational center at the Teknobyen Innovation Centre in Trondheim and approximately 100 employees. In 2021, the Solberg government announced a reorganization of knowledge-management functions under the Ministry of Education and Research. The plan included merging Uninett into Sikt, a new government agency for knowledge-sector services. Sikt began operating on 1 January 2022, bringing Uninett's activities into the new organization and ending Uninett's existence as a separate operating entity. Roar Olsen, formerly associated with Uninett and Unit, led Sikt at its start.

Uninett originated in 1976 as a project funded by the Royal Norwegian Council for Scientific and Industrial Research. The work was based at SINTEF in Trondheim and focused on building a shared data-network capability for Norway's academic and research institutions. After five years as a project organization, Uninett AS was incorporated as a joint-stock company in 1993. The organization broadened its activities during the 1990s and 2000s. In 1999, administrative ICT functions were separated into Uninett FAS, a company intended to develop technical systems for the efficient administration of higher education. In 2002 and 2003, Uninett ABC and Uninett Norid were established. Uninett ABC applied Uninett's technical expertise to web development for educational institutions, with an emphasis on primary and secondary schools. Uninett Norid continued the administration of domain names under the .no domain. Uninett Sigma was established in 2004 to coordinate large-scale computing and storage for the higher-education sector. The entity later changed its name to Uninett Sigma2. This activity reflected Uninett's expanding role in national research infrastructure, extending beyond connectivity to include computational and data resources. The group underwent further rationalization. In response to a request from the Ministry of Education and Research to pool state ICT resources serving basic education, Uninett ABC was separated from the group around the transition from 2009 to 2010. Uninett FAS was ultimately wound up as a separate company on 31 December 2011. The core Uninett organization continued operating national research and education network services from Trondheim. Its users included non-commercial research and educational institutions such as universities, schools, libraries, and archives, which could connect for an annual fee. The organization had approximately 100 employees and operated from the Teknobyen Innovation Centre. A major institutional change was announced in 2021. The Solberg government proposed reorganizing knowledge-management functions under the Ministry of Education and Research, including the incorporation of Uninett into a new agency named Sikt. Sikt began operations on 1 January 2022. The merger ended Uninett's independent existence and transferred its functions into the new public agency. Roar Olsen, previously a director associated with Uninett and Unit, led Sikt when it commenced operations.
