Overview

Unión de Guardias Civiles (commonly branded UniónGC) is a Spanish professional association operating within the Guardia Civil, Spain's national gendarmerie-style police force. Because the Guardia Civil is a military institution, conventional trade unions are prohibited; instead, members organise through legally recognised professional associations. UniónGC was created to defend the professional and social rights of guardias civiles, and it participates in the official consultative and negotiating structures of the corps, including the Consejo de la Guardia Civil and various working groups on personnel policy. The association is active across Spain, with provincial and regional representation and a legal service (Servicio Jurídico) that litigates on behalf of members. Its public activity covers salary equalisation (equiparación salarial) with regional police forces, destination and posting regulations, promotion and employment categories, and benefits for affiliates. It publishes news, communiqués and working-group reports on its website, uniongc.org, and maintains a presence in Guardia Civil training establishments such as the academy at Baeza. UniónGC presents itself as a generalist professional association, distinct from rank-specific bodies such as the Federación de Cabos or Unión de Oficiales, although it engages with them in joint working groups. Its legal victories, including a pioneering ruling on salary equalisation for reservist personnel, are highlighted as evidence of its advocacy role. The association also offers member benefits and runs affiliation campaigns. As a membership organisation rather than a commercial company, UniónGC does not sell products in the conventional sense; its 'offerings' are representation, legal defence, advisory services and negotiated advantages for its affiliates. It remains an active part of the Spanish Guardia Civil's associative landscape.

History

Unión de Guardias Civiles (UniónGC) is a professional association within the Spanish Guardia Civil. The Guardia Civil is a military institution, and Spanish law prohibits trade unions within it; nevertheless, from the early democratic period there were clandestine union movements, including the Sindicato Unificado de la Guardia Civil, whose members were sometimes detained or expelled, although courts repeatedly recognised the legitimacy of association within the corps. These tensions contributed to the adoption of Ley Orgánica 12/2007, which legalised the exercise of the right of 'asociación profesional' in a broad manner. Following elections held in January 2009, Unión de Guardias Civiles secured two seats on the newly created Consejo de la Guardia Civil, the official consultative body of the corps. Since then, UniónGC has participated in numerous working groups and negotiations on personnel matters. For example, in February 2021 it took part in the second working group on the employment category of cabo, where it advocated alternating the publication of vacancies between cabo and guardia civil posts and opposed, in principle, the differentiation of the two ranks by categories. In February 2025 it participated in a working group on destination regulations, discussing changes to posting rules, the weight of seniority in merit-based vacancies, and maximum service times in certain destinations. UniónGC has also pursued legal action to advance members' economic rights. In October 2021 it announced a pioneering court ruling recognising the right of reservist personnel to receive the specific singular complement for salary equalisation, based on the agreement signed on 12 March 2018 between the Interior Minister and police unions and Guardia Civil associations. The case was handled by the association's legal services in Salamanca. The association continues to publicise its legal victories and to campaign on issues such as salary increases, residence and insularity allowances, and benefits for affiliates. As of the mid-2020s, UniónGC remains an active generalist association, publishing news and communiqués on its website and maintaining a presence in Guardia Civil training and professional life.
