Overview

The Ukrainian Wind Energy Association (UWEA; Ukrainian: Українська вітроенергетична асоціація, УВЕА) is a Ukrainian non-profit public union that brings together companies and enterprises from the energy sector and adjacent industries specialising in the deployment of wind energy technologies, the manufacture of equipment and the promotion of the wind energy industry. It is headquartered in Kyiv and describes itself as the largest non-profit professional association in Ukraine's renewable energy sector. The association was founded in 2008 and is a member of the European wind energy association (EWEA) and the World Wind Energy Association (WWEA). According to its own materials, UWEA unites 100% of Ukraine's wind power producers and 90% of the companies active as developers, and it presents the common position of almost all companies represented in the Ukrainian wind energy industry. UWEA's stated purpose is to promote the large-scale development of Ukraine's wind energy market; to support the implementation of national policy and initiatives aimed at overcoming legislative and technical barriers to wind energy development; to promote uniform rules for connecting wind power plants to the grid; to help transfer leading global wind energy technologies to Ukraine; to develop the small wind energy sector; and to attract investment into the Ukrainian wind sector. Its membership spans the value chain: turbine manufacturers such as Vestas, Siemens Gamesa, Nordex Acciona, Senvion, Goldwind and Ming Yang Smart Energy; Ukrainian manufacturing such as Furlender Windtechnology and the small-wind producer Gresa Group (FLAMINGO turbines); engineering, consulting and environmental firms; investment companies such as A7 CAPITAL; law firms including Asters, Sayenko Kharenko, Redcliffe Partners, Dentons and MORIS GROUP; developers such as Wind Power, Windkraft Ukraine, Wind Parks of Ukraine, Eco-Optima, Syvashenergoprom, the Gurish Group, Greenville Energy and Atlas Global Energy; and transport, customs and insurance service providers. The association is an active participant in the negotiations between the Government of Ukraine and renewable energy investors that have continued since late 2019, a period in which the sector faced unstable payments for generated "green" electricity — first from the then state enterprise Energorynok, and from November 2019, after the introduction of the new electricity market, from the newly created Guaranteed Buyer. From March 2020, renewable energy producers were receiving only 5–8% of payments for electricity supplied. UWEA also organises and takes part in industry events, including the Ukrainian Wind Energy Forum and the ESD conference, and represents the Ukrainian wind market at international exhibitions such as WindEnergy Hamburg.

History

The Ukrainian Wind Energy Association was founded in 2008 as a Ukrainian non-profit public union uniting enterprises and companies of the energy sector and adjacent industries that specialise in the introduction of wind energy technologies, the manufacture of equipment and the popularisation of the wind energy industry. It became a member of the European Wind Energy Association (EWEA) and the World Wind Energy Association (WWEA). Over the years the association grew into a broad industry platform. According to its own materials it unites 100% of Ukraine's wind power producers and 90% of the companies active as developers, and it presents the common position of almost all companies represented in the wind energy industry. Its membership covers the full value chain, from global turbine manufacturers such as Vestas, Siemens Gamesa, Nordex Acciona, Senvion, Goldwind and Ming Yang Smart Energy, through Ukrainian manufacturers such as Furlender Windtechnology and the small-wind producer Gresa Group (FLAMINGO turbines), to engineering, consulting, environmental, investment, legal, transport, customs and insurance companies. From the end of 2019 the association became an active participant in the negotiations between the Government of Ukraine and investors in renewable energy. In the summer of 2019 the renewable energy sector faced the problem of unstable payments for generated "green" electricity from the then state enterprise Energorynok. From November 2019, after the introduction of the new electricity market, payment instability came from the newly created state enterprise Guaranteed Buyer. From March 2020, renewable energy producers were receiving only 5–8% of payments for electricity supplied. The association's stated goals include promoting the large-scale development of Ukraine's wind energy market; supporting the implementation of national policy and initiatives aimed at overcoming legislative and technical barriers to wind energy development; promoting uniform rules ensuring the connection of wind power plants to the electricity grid; facilitating the transfer of leading global wind energy technologies to Ukraine; developing the small wind energy sector; and attracting investment into Ukraine's wind energy sector. UWEA organises and participates in industry events such as the Ukrainian Wind Energy Forum and the ESD conference, and represents the Ukrainian wind market internationally, including at WindEnergy Hamburg. As of the first half of 2026 its published market figures cited 2.5 GW of total installed capacity (including wind farms in temporarily occupied territories, excluding Crimea), 836.7 MW of wind capacity added during the war years, and a technical potential of 50 GW for offshore wind in the Black and Azov Seas.
