Overview
The Ukrainian Policy Foundation (Ukrainian: Фонд «Українська політика») is a Ukrainian think tank and media organization founded in 2011 on the initiative of political analyst Kostiantyn Bondarenko. It is registered in Ukraine and operates primarily in the fields of political research, analysis, and commentary on Ukrainian and post-Soviet affairs. The foundation runs the news and analysis website uapolicy.org, which publishes articles on politics, business, sports, and international affairs. Its founder, Bondarenko, has led the foundation since March 2012 and is also known as the director of the Gorshenin Institute analytical center. The foundation has organized a number of international conferences in Paris, Berlin, Brussels, Rome, Warsaw, Oslo, Moscow, and Vilnius, and in 2013–2014 it published the magazine Rich. During the 2019 presidential campaign, the foundation published polling and analysis that was sometimes viewed as favoring certain candidates. In May 2025, Ukraine's National Security and Defense Council imposed personal sanctions on Bondarenko and six other Ukrainian figures for propaganda in the interests of the Russian state and justifying the war, which has affected the foundation's public standing. The foundation remains active as a media and analytical platform.
History
The Ukrainian Policy Foundation was initiated in 2011 by Kostiantyn Bondarenko, a Ukrainian political analyst and historian. Bondarenko, born in 1969 in Pohrebyshche, Vinnytsia Oblast, graduated from the history faculty of Lviv National University in 1994 and defended a candidate dissertation in historical sciences in 1997. He worked as a journalist and political consultant before founding the foundation. From March 2012, he has headed the foundation. Initially, the foundation focused on studying and forecasting political processes in Ukraine and the post-Soviet space. Under its auspices, a series of international conferences were held in Paris, Berlin, Brussels, Rome, Warsaw, Oslo, Moscow, and Vilnius. In 2013–2014, the foundation published the magazine Rich. During the 2019 presidential campaign, the foundation published polling and analysis that showed Oleksandr Vilkul catching up with Yurii Boiko and Oleh Lyashko in third place.
