Overview
TVR Parlemen (short for Televisi dan Radio Parlemen, also known as RTV Parlemen) is the broadcasting and content-production unit of the People's Representative Council of Indonesia (Dewan Perwakilan Rakyat Republik Indonesia, DPR RI). It operates under the Biro Pemberitaan Parlemen (Parliamentary News Bureau) of the Secretariat General of the DPR RI. Its core mission is to bring the work of Indonesia's legislature directly to the public through live broadcasts of plenary sessions, committee meetings, and other parliamentary activities, alongside news and current-affairs programming. The service traces its origins to 1999, when an earlier parliamentary channel called Swara was launched as a collaboration between the Secretariat General of the MPR/DPR RI and international organizations including USAID and the International Foundation for Election Systems. Modeled on the American C-SPAN, Swara broadcast 24 hours a day, mostly live legislative proceedings, with the aim of advancing democratic education. It was distributed via the swara.net website, satellite television, and pay-TV platforms such as Indovision and KabelVision, but it disappeared in the mid-2000s. TVR Parlemen was officially inaugurated as a limited television channel, then called TV Parlemen, on 8 January 2007 by then Speaker of the DPR RI Agung Laksono. In its early years it was available only on television screens installed in corners of the MPR/DPR building, prompting criticism from some legislators that it was a waste of money and could not be seen by the public. In 2013, PT First Media News, a subsidiary of the Lippo Group that operates the BeritaSatu (now BTV) pay-TV channel, signed a cooperation agreement with the DPR RI Secretariat General to distribute the channel via First Media under the name BeritaSatu Swara; the rebranding did not materialize, and the channel continued as TV Parlemen on First Media. In 2016, coinciding with its ninth anniversary, TVR Parlemen adopted the slogan "Suara Rakyat Untuk Rakyat" (The People's Voice for the People). That same year, the DPR RI's Household Affairs Agency (Badan Urusan Rumah Tangga) announced it would push for TVR Parlemen to be classified as a public broadcasting institution, on par with RRI, TVRI, and local public broadcasters. In 2020, TVR Parlemen began reaching out to local radio and television stations to distribute its content, a move described by DPR RI member Adisatrya Suryo Sulisto as a good breakthrough to improve the parliament's positive image. Today TVR Parlemen operates an online and pay-TV television channel of the same name, airing live sessions and current-affairs programs such as TVR 120, TVR 09, and TVR 17. Live coverage of DPR RI proceedings is also streamed on the DPR RI YouTube channel. The unit previously produced Warta Parlemen, a roughly five-minute parliamentary news digest broadcast on several national terrestrial television networks. Its radio arm, Radio Parlemen, is an online radio channel that began broadcasting on 4 February 2017.
History
The effort to establish a parliamentary television channel in Indonesia began in 1999 with the launch of Swara. Swara was founded as a collaboration between international institutions USAID and the International Foundation for Election Systems and the Secretariat General of the MPR/DPR RI. Its concept imitated the American C-SPAN channel. Swara broadcast 24 hours a day, with the majority of its programming consisting of live broadcasts of sessions and meetings of the people's representatives, aiming to provide democratic education to the public. However, the broadcast could only be watched via the swara.net website, satellite television, and pay television such as Indovision (channel 36) and KabelVision (channel 3). On satellite, the Swara broadcast was deliberately not given a logo so that it could be rebroadcast by various other television channels. Unfortunately, the channel, operated by PT Jaring Data Interaktif, was short-lived, disappearing in the mid-2000s. TVR Parlemen was inaugurated as the limited television channel TV Parlemen on 8 January 2007 by the then Speaker of the DPR RI, Agung Laksono (Golkar). After a year in operation, the effectiveness of TV Parlemen began to be questioned by the Chairman of the PKB Faction, Effendi Choirie. TV Parlemen, which at that time could only be watched on television screens installed in the corners of the MPR/DPR Building, was considered by him to be "only for viewing by itself and not visible to the people" and "a waste of money." In 2013, PT First Media News – a subsidiary of the Lippo Group that oversees the pay-TV channel BeritaSatu (now BTV) – signed a cooperation agreement with the Secretariat General of the DPR RI. Through this cooperation, the new channel was planned to be broadcast via the First Media pay-TV provider in early June 2013 under the name BeritaSatu Swara – possibly as an effort to revive Swara. However, the effort did not materialize; currently the channel broadcasts on First Media under the name TV Parlemen. In 2015, TV Parlemen was temporarily unable to cover live the examination of the then Speaker of the DPR RI, Setya Novanto (Golkar), by the Council's Ethics Court (Mahkamah Kehormatan Dewan). This examination was related to an ethics code violation case, stemming from his meeting with one of the 2016 United States presidential candidates, Donald Trump. Coinciding with its 9th anniversary, in 2016 TVR Parlemen adopted the slogan "Suara Rakyat Untuk Rakyat" (The People's Voice for the People). In the same year, the DPR RI's Household Affairs Agency (Badan Urusan Rumah Tangga) announced that it would strive for TVR Parlemen to be categorized as a Public Broadcasting Institution, on par with RRI, TVRI, and local public broadcasting institutions. In 2020, TVR Parlemen tried to partner with local radio and television stations to distribute its content. In a workshop held by the Regional Indonesian Broadcasting Commission (Komisi Penyiaran Indonesia Daerah) of Central Java and the DPR RI, DPR RI member Adisatrya Suryo Sulisto (PDI-P) called the move "a good breakthrough to boost the positive image of the DPR RI."
