Overview
TV Pendidikan, commonly abbreviated as TVP, is Malaysia's government educational television service. It is owned, produced and operated by the Educational Technology and Resources Division of the Ministry of Education Malaysia. Rather than functioning like a conventional commercial broadcaster, the service has historically supplied curriculum-based lessons and supplementary programming for school pupils, teachers and the wider education community. The service grew out of an educational television experiment conducted in June 1965. The pilot ran for two weeks and used a science programme titled “The Air Around Us,” first presented in Malay and then repeated in English. TV Pendidikan was formally launched on 19 June 1972 by Malaysia's second prime minister, Abdul Razak Hussein. Its distribution initially relied on Radio Televisyen Malaysia, where educational programming was carried mainly through TV1 and later TV2. The service was expanded to Sabah and Sarawak in 1976 and began colour transmission in 1979. Across its history, TV Pendidikan has usually occupied scheduled blocks rather than operating as a fully independent, continuously programmed channel. Its distribution arrangements changed repeatedly as Malaysian broadcasting evolved. It was carried by RTM from 1972 to 1999, moved to Astro from 2000 to 2006, and then appeared on TV9 from 2007 until the end of 2008. These moves affected access, scheduling and the relationship between educational broadcasting and general television services. Proposals to privatise or establish TV Pendidikan as a standalone channel were discussed at different points, but the service remained under government ownership. After its TV9 broadcasts ended, the Ministry developed EduWebTV as a digital successor and complement. Introduced in 2008, EduWebTV was intended to overcome the limitations of fixed television schedules by allowing teachers to select video material for classroom use and enabling students to access learning resources online. Its content structure included news, special programming, curriculum material and guidance. The digital model also supported self-learning and the distribution of homework-related materials. The original TV Pendidikan identity returned to broadcast television in 2020. It relaunched through RTM's OKEY channel on 6 April 2020, during a period when school disruption and movement restrictions increased the need for remote learning. It also returned to Astro in May 2020 through school-level services branded Astro Tutor TV UPSR and Astro Tutor TV SPM. From November 2020, educational programming was carried on ntv7 as DidikTV@ntv7. In February 2021, the Ministry announced that ntv7 would be refocused for a year as DidikTV KPM, with a substantially longer daily schedule and content aligned with the SPM curriculum and co-curricular education. TV Pendidikan's subject scope has included Malay, English, mathematics, science, history, geography, technical and vocational education, Islamic studies and moral studies at secondary level. Primary programming has additionally covered Chinese, Arabic, communication sign language, civic and national education, and related subjects. Provision for special education has included communication subjects, mathematics, social and environmental sciences, religious education, physical education, health, and practical vocational activities such as cooking, farming, bread making and reflexology. Its programming has also extended beyond lessons. Education news, pedagogy, career guidance, counselling, motivation, learning-skills programmes, talk shows and selected documentaries have formed part of the wider service. Examples associated with the brand include Buletin Didik, Laman Minda, Motivasi Murid, Bijak Belajar, Kerjaya dan Kaunseling and special programming produced for different broadcast partners. The brand's core positioning is public-service education: making curriculum support and learning-oriented media available to Malaysian students and teachers through whatever broadcast or digital infrastructure is most practical at a given time.
History
TV Pendidikan originated in Malaysia's early experiments with educational broadcasting. A pilot project began on 8 June 1965 and ran for two weeks. Its subject was science, with a programme about the air around people presented first in Malay and then repeated in English. The experiment established the basic model that television could supplement classroom teaching by presenting structured lessons to pupils across multiple schools. The service was formally launched as TV Pendidikan on 19 June 1972 by Prime Minister Abdul Razak Hussein. For its first major phase, it was distributed through Radio Televisyen Malaysia. The service generally operated as a scheduled block on RTM channels, with broadcasts arranged around school hours rather than as a separate 24-hour network. Coverage expanded to Sabah and Sarawak on 30 August 1976, and colour broadcasts began in 1979. During the 1990s, the government considered changing the service's structure. A proposal in 1994 would have made TV Pendidikan a standalone channel, but it was not implemented. Plans for privatisation were also discussed, including proposals reported in the 1990s for a separately operated service with limited daily transmission. Those proposals did not result in a transfer of ownership: TV Pendidikan remained a government educational service. The distribution model changed at the end of the decade. In 2000 the service moved from RTM to Astro, where it used a shared satellite channel allocation. It was initially carried on Astro Channel 28 and later moved to Channel 13 in 2002. The channel environment also carried technology-oriented programming during non-TV Pendidikan periods. The Astro arrangement ended at the beginning of 2007. From 3 January 2007 through 31 December 2008, TV Pendidikan was carried on the terrestrial TV9 network. The service normally broadcast from Monday to Thursday during school-oriented daytime periods. Its TV9 presentation used a permanent TV Pendidikan logo alongside the TV9 identity during the educational block. When the TV9 arrangement ended, the service was replaced in practical terms by a digital approach centred on EduWebTV. EduWebTV was introduced by the Ministry in 2008 as an online educational-content hub. It was designed to address the inflexibility of scheduled television, allowing teachers to use selected clips in lessons and students to access material for self-directed study. The platform was organised into Berita, Rancangan Khas, Kurikulum and Panduan areas, covering education news, special programmes, curriculum content and guidance. Teachers could use the online material to reinforce classroom instruction, while students could access videos and homework-related resources through accounts or other arrangements managed by schools. In October 2018, Education Minister Maszlee Malik announced plans to relaunch TV Pendidikan. The initiative continued despite changes in Malaysia's political administration. The broadcast return occurred on 6 April 2020 through RTM's OKEY channel, during a period when movement restrictions and school disruption made remote education especially important. On 4 May 2020, Astro again carried TV Pendidikan-related programming through Astro Tutor TV UPSR for primary pupils and Astro Tutor TV SPM for secondary pupils. The service also re-entered Media Prima's television ecosystem. From 23 November 2020, ntv7 carried DidikTV@ntv7 programming in scheduled blocks. On 12 February 2021, the Ministry announced that ntv7 would be refocused as DidikTV KPM for one year beginning 17 February. The rebranded service was planned around SPM curriculum and co-curricular material, education-focused news, edutainment, student-produced programmes and selected international content. Its announced schedule extended from 7 a.m. to midnight each day, giving it a much broader presence than the older limited school-hour blocks. Across its different phases, TV Pendidikan has covered core primary and secondary subjects, including Malay, English, mathematics, science, history, geography, technical and vocational studies, Islamic studies and moral studies. It has also supported Chinese- and Arabic-language learning, communication sign language, civic education, special education and practical skills. Complementary programmes have addressed pedagogy, motivation, careers, counselling, learning methods and education news. The brand therefore represents an evolving public-service media system whose delivery has moved between terrestrial television, satellite television and online video while retaining the Ministry of Education's educational mission.
