Overview

Transdev Ostwestfalen GmbH is a German transport company based in Bielefeld, North Rhine-Westphalia, and a subsidiary of Transdev GmbH. It operates regional bus services and rail replacement transport (Schienenersatzverkehr) under the brand Teutoburger Wald Verkehr (TWV), having previously used the TWE-Bus brand. The company emerged from RegioBus Gütersloh GmbH and is part of the international Transdev group. Its core operations include the Minden city bus network, comprising 13 lines, as well as several regional bus routes in the Kreis Minden-Lübbecke. It also provides rail replacement services for various railway and transport companies across Germany. The company has won several competitive tenders for bus route bundles in the region, including Gütersloh Nordwest, Bad Oeynhausen city traffic, Minden and surroundings, and Gütersloh Nord. However, in late 2024, contracts for all route bundles in Kreis Gütersloh were terminated early, and operations were handed over to the ÖPNV Gütersloh working group on 1 January 2025. Transdev Ostwestfalen continues to operate services in the Minden area and other regions, focusing on public transport contracts. Its services are commissioned by local authorities and transport associations such as the Minden-Herforder Verkehrsgesellschaft (mhv) and the Zweckverband Verkehrsverbund Ostwestfalen-Lippe (VVOWL). The company's fleet and operations are tailored to meet the mobility needs of the regions it serves.

History

Transdev Ostwestfalen GmbH originated from RegioBus Gütersloh GmbH and is now part of Transdev GmbH. The company initially operated under the brand name TWE-Bus, but since 2017 it has appeared publicly under the brand Teutoburger Wald Verkehr (TWV). In early April 2017, the Kreis Gütersloh informed Transdev Ostwestfalen that it had won the Europe-wide tender for the Gütersloh Nordwest route bundle, effective from 1 January 2018 to 31 July 2027. In early May 2018, the Minden-Herforder Verkehrsgesellschaft mbH (mhv), as the responsible authority for the districts of Herford and Minden-Lübbecke, awarded Transdev Ostwestfalen the Europe-wide tender for the D1 route lot 'Stadtverkehr Bad Oeynhausen' within the D route bundle 'Löhne Bad Oeynhausen', effective from 1 December 2018 to 31 July 2026. In early May 2019, mhv awarded the company the Europe-wide tender for services in the C route bundle 'Minden und Umgebung', effective from 1 December 2019 to 31 July 2029. In early March 2021, the Kreis Gütersloh and the city of Bielefeld awarded Transdev Ostwestfalen the Europe-wide tender for the Gütersloh Nord route bundle, effective from 1 August 2021 to 31 July 2031. In early September 2024, it became known that the contracts for all route bundles served by Transdev Ostwestfalen in Kreis Gütersloh would be terminated early at the end of the year, on 31 December 2024, and would be re-tendered in an emergency award by the Kreis Gütersloh. This affected the lots Gütersloh Nord, Nordwest, Südost, and Südwest. On 1 January 2025, TWV handed over all traffic in Kreis Gütersloh to the Arbeitsgemeinschaft ÖPNV Gütersloh, a consortium of go.on Gesellschaft für Bus- und Schienenverkehr mbH (based in Bielefeld) and several medium-sized regional bus companies. The re-tendering of regional bus services became necessary because the existing transport contracts between TWV and VVOWL were terminated by mutual agreement due to unpredictable cost developments. As of 20 July 2026, Teutoburger Wald Verkehr operates numerous lines, including the Minden city bus network (13 lines) and regional routes in the Minden and Porta Westfalica areas, as well as school transport and TaxiBus services.
