Overview
Toplofikatsiya Sliven (registered as "Топлофикация-Сливен-инж. Ангел Ангелов" ЕАД) is a Bulgarian district heating company based in the city of Sliven. It operates the local combined heat and power and boiler infrastructure that produces and distributes thermal energy — for space heating and hot water — to households, public buildings and industrial customers in Sliven. Its activities span generation, transmission through the city's heat networks, and customer billing and metering services, including heat-cost allocation (dyalovo razpredelenie) in multi-apartment buildings. The company traces its origins to the construction of the Sliven thermal power plant, which began on 28 May 1966. The plant was officially inaugurated on 28 August 1969, and the first energy boiler entered service in 1969, with a second following in 1970. Steam was supplied to industry in 1975, and after a boiler installation was introduced in 1977, hot-water heat supply began. Central heating for residential needs started on 22 March 1979 with 19 subscriber stations and an installed capacity of 12.71 MWh. By the end of 1999 the company served more than 15,200 heated dwellings through 395 subscriber stations, with total installed capacity of 243.46 MWh, and operated heat transmission networks of 9,315 m in the industrial zone and 50,997 m in the urban zone. Over the decades the company modernised its fuel base and equipment: it converted from coal to natural gas, reconstructed and computerised boilers, installed heat-recovery economisers in 1999, and replaced sections of the heat network with pre-insulated pipes. Today it is a regulated energy undertaking: its prices for thermal energy are set on the basis of decisions of Bulgaria's Energy and Water Regulatory Commission (KEVR). As of 1 July 2026, under KEVR Decision No. Ts-12 of 01.07.2026, the ceiling price for thermal energy with hot-water carrier was 52.76 euro/MWh excluding VAT (63.31 euro/MWh with VAT; 123.82 leva/MWh with VAT), and for steam carrier 30.40 euro/MWh excluding VAT (36.48 euro/MWh with VAT; 71.35 leva/MWh with VAT). The company employs around 230 people and organises its own shift transport and medical services for staff. It serves both household (bitovi) and corporate (korporativni) customers, offering e-invoices, self-metering, remote water meters, service applications and a buyer profile portal. Its commercial policy and customer services are published on its website, toplo.sliven.net.
History
The history of Toplofikatsiya Sliven begins with the construction of the thermal power plant in the city of Sliven, which started on 28 May 1966. At the beginning of June 1969 the first individual tests of auxiliary facilities began, and the plant was officially inaugurated on 28 August 1969. The state commission for acceptance of the plant completed its work with Order No. 42 of 27 January 1970. The first energy boiler was put into operation in 1969 and the second in 1970. A change in the fuel base — from the Tvarditsa coal preparation plant to brown coal from the "Cherno More" mine — required reconstruction of the second boiler in 1975 and of the first in 1978. Steam for industry was supplied in 1975, and after the introduction of a boiler installation in 1977, heat supply with hot water began. Central heating for residential needs started on 22 March 1979 with 19 subscriber stations and an installed capacity of 12.71 MWh. By the end of 1999 the number of heated dwellings exceeded 15,200, served by 395 subscriber stations with a total installed capacity of 243.46 MWh. The length of heat transmission networks was 9,315 m in the industrial zone and 50,997 m in the urban zone. In the period 1996–1999, 454 m of heat transmission network were replaced, switching from foam concrete to pre-insulated pipes. For the needs of the population and industry, a hot-water boiler KVM 100 was commissioned in 1984, and in 1993 a second hot-water boiler VK100, which in 1997 was reconstructed to run on natural gas and computerised. In 1977 three steam oil-fired boilers KM12 were put into operation, and another one in 1986; these were converted to gas in 1998. In 1999 economisers were installed to utilise the heat energy of exhaust gases. The company employs around 230 workers and employees. It organises its own transport for work shifts as well as medical services. Today it operates as a regulated district heating undertaking, with prices for thermal energy set on the basis of decisions of the Energy and Water Regulatory Commission (KEVR). The company serves both household and corporate customers and offers services such as e-invoices, self-metering, remote water meters and a buyer profile portal.
