Overview
Tokyo Rinkai Holdings, Inc. (株式会社東京臨海ホールディングス) is a Japanese holding company established on 31 January 2007 to integrate and oversee the so-called third-sector companies operating in the Tokyo waterfront area, the Rinkai Fukutoshin (臨海副都心) around Odaiba. It was created through a single-share transfer (単独株式移転) by Tokyo Rinkai Heat Supply (東京臨海熱供給株式会社), which became the group's founding parent company. The purpose was to reform the various public-private management bodies (監理団体) that had separately handled international logistics and urban development in the area, giving them more autonomous and agile management and creating synergies between them. The group was assembled in stages. At establishment in January 2007 the founding member was Tokyo Rinkai Heat Supply. On 1 August 2007, Yurikamome (株式会社ゆりかもめ) and Tokyo Teleport Center (株式会社東京テレポートセンター) joined through share exchanges. On 1 January 2009, Tokyo Big Sight (株式会社東京ビッグサイト) and Tokyo Port Terminal Corporation (東京港埠頭株式会社) joined, completing the five-company group structure. Tokyo Teleport Center itself had been formed on 1 April 2007 by merging Tokyo Rinkai Fukutoshin Construction and Takeshiba Area Development, both of which had gone through civil rehabilitation proceedings. The group's business spans several sectors of the waterfront economy: building operations and facility management through Tokyo Teleport Center, which owns seven buildings in the Rinkai and Takeshiba areas; port/wharf operations and facility management through Tokyo Port Terminal Corporation, which develops and manages foreign-trade container terminals including the Oi Container Terminal and acts as designated manager for passenger terminals, ship water supply and park management; exhibition/convention operations through Tokyo Big Sight, Japan's largest convention facility; transport through Yurikamome, the automated new transit line linking central Tokyo with the waterfront; and district heating and cooling through Tokyo Rinkai Heat Supply, which supplies heating, cooling and hot water to offices, broadcast and communications facilities, shops, exhibition halls, leisure facilities and hotels in the area. As a holding company, Tokyo Rinkai Holdings also promotes area management (エリアマネジメント) and group-wide management efficiency. Its CSR activities focus on three themes: creating local vitality (events such as the Odaiba Rainbow Fireworks and Odaiba Oktoberfest, projection mapping, illumination, the Tokyo Odaiba.net portal and Tokyo Odaiba Free WiFi), advancing environmental measures (an Environmental Action Plan, greenhouse-gas reduction obligations, material recycling of retired rail cars, solar power), and strengthening local disaster resilience (joint disaster drills, temporary-stay facility manuals, stockpiling). The group states that 13 of its business sites fall under the Tokyo Metropolitan Government's cap-and-trade system. The company is a third-sector entity tied to the Tokyo Metropolitan Government, which holds shares in several group companies; for example, the Tokyo Metropolitan Government itself holds 0.1% of Yurikamome and 50% of Tokyo Port Terminal Corporation, so these are not wholly owned subsidiaries. The group positions itself as contributing to the development of the waterfront area and to the strengthening of Tokyo Port's international competitiveness while completing the Rinkai Fukutoshin development. Its president as of the company message is Hiroshi Kajiwara (梶原 洋).
History
Tokyo Rinkai Holdings was established on 31 January 2007 as the core holding company of a reform of the management bodies (監理団体) operating in the Tokyo waterfront area. In that area, various organizations had been set up to lead international logistics infrastructure, industrial promotion and the Rinkai Fukutoshin development, each advancing development according to its own characteristics. As Asian ports grew more competitive and the Rinkai Fukutoshin development entered its final stage, the Tokyo Metropolitan Government planned a holding company structure (the 'Holding Company Concept', dated 31 January 2007) to make these bodies more autonomous and agile, and to create synergies through mutual cooperation. Tokyo Rinkai Holdings was created through a single-share transfer by Tokyo Rinkai Heat Supply, which became the group's parent company. The integration proceeded in three steps. Step 1 (31 January 2007): the group headquarters, Tokyo Rinkai Holdings, was established through the single-share transfer, with Tokyo Rinkai Heat Supply as the founding member. Step 2 (1 August 2007): Yurikamome and Tokyo Teleport Center joined through share exchanges. Step 3 (1 January 2009): Tokyo Big Sight and Tokyo Port Terminal Corporation joined, completing the integration of the five-company group and putting group management into full operation. Tokyo Teleport Center, one of the group companies, was itself formed on 1 April 2007 by the merger of Tokyo Rinkai Fukutoshin Construction and Takeshiba Area Development. Those companies, together with Tokyo Teleport Center, had filed for civil rehabilitation; after the rehabilitation proceedings concluded in April 2007, the merged Tokyo Teleport Center joined the group. Tokyo Port Terminal Corporation was created by converting the Tokyo Port Terminal Public Corporation into a stock company, with the Tokyo Metropolitan Government retaining 50% of its shares. Tokyo Big Sight joined when the group acquired all shares held by the Tokyo Metropolitan Government, but Mitsui Fudosan, Toshiba and others also hold shares, so it is not a wholly owned subsidiary. Yurikamome is likewise not wholly owned because the Tokyo Metropolitan Government itself holds 0.1% of its shares. The group's stated mission is to contribute to the development of the waterfront area and to bring benefits to a wide range of stakeholders — shareholders, Tokyo residents, users of Tokyo Port, companies locating in the Rinkai Fukutoshin and visitors — by combining the strength of the group under the holding company's leadership, promoting area management and improving the efficiency of administrative operations through group management. The area it serves combines port functions supporting the metropolitan economy with urban functions that enhance Tokyo's vitality and appeal, and its prospects have been boosted by the expansion and internationalization of nearby Haneda Airport and the opening of the Ring Road No. 2, which improved access between the waterfront and central Tokyo. In recent years the group has continued to operate and renew its businesses. Tokyo Teleport Center renewed its official website in 2026, and the group has announced events such as a digital stamp rally and a booth at Science Agora 2026. Tokyo Rinkai Heat Supply began operating a hydrogen co-firing boiler in district heating in July 2025. The group has also seen several changes of its representative director and president, including in December 2024, June 2025 and April 2026. Its CSR framework covers creating local vitality, advancing environmental measures and strengthening local disaster resilience, with concrete activities including the Odaiba Rainbow Fireworks, Odaiba Oktoberfest, projection mapping, illumination, the Tokyo Odaiba.net portal, Tokyo Odaiba Free WiFi, an Environmental Action Plan, material recycling of retired rail cars, solar power installation, joint disaster drills and disaster stockpiling.
