Overview
The National Institute for Strategic Studies (NISS) is a Ukrainian research and analytical institution subordinated to the President of Ukraine. Organizationally it sits within the structure of the State Administration of Affairs. It was established by decree of the President of Ukraine on 4 March 1992, with academician of the National Academy of Sciences of Ukraine Serhiy Ivanovych Pyrozhkov as organizer and first director. Its headquarters is in Kyiv, and it operates regional branches in Dnipro, Lviv, Odesa, Kharkiv and Uzhhorod that conduct specialized research and continuous monitoring of the socio-political situation in their respective regions. NISS functions as the base research institution for analytical and forecasting support to the activities of the President of Ukraine. Its scholars work on state development strategies and on fundamental and applied research into the socio-political and socio-economic development of Ukraine and its components — geopolitical, foreign-policy, domestic-political, humanitarian, economic, informational, regional and socio-demographic spheres, among others. Key tasks include preparing expert reports for the President's annual address to the Verkhovna Rada, providing scientific recommendations to the President and state authorities for concrete decisions, conducting scientific expertise of draft laws, legal acts and state measures in the socio-political field, developing models of Ukraine's social development, and optimizing the methodology of socio-political decision-making. Over its history the institute has been led by a succession of directors. From 21 November 1996 to 12 June 2001 it was headed by Oleksandr Fedorovych Belov, then deputy secretary of the National Security and Defense Council of Ukraine. On 15 June 2001, by presidential decree, Doctor of Economic Sciences Oleksandr Stepanovych Vlasiuk was appointed acting director. From June 2002, by presidential decree, Doctor of Economic Sciences, Professor Anatoliy Stepanovych Halchynskyi was appointed director. On 19 October 2000 the institute was subordinated to the Administration of the President of Ukraine, and by decree of 16 December 2002 it was subordinated to the President of Ukraine, designated the base research institution for analytical and forecasting support to the President's activities, and its Statute was approved. From 30 July 2018 the director was Rostyslav Mykolayovych Pavlenko; from 17 May to 13 August 2019 Vasyl Mykolayovych Yablonskyi served as acting director; and from 13 August 2019 the director has been Oleksandr Valeriyovych Lytvynenko. As a state-owned analytical body rather than a commercial enterprise, NISS does not sell products in a conventional market. Its outputs are expert reports, policy recommendations, scientific expertise and analytical monitoring that inform Ukrainian state decision-making.
History
The National Institute for Strategic Studies was created by decree of the President of Ukraine on 4 March 1992. The organizer and first director was Serhiy Ivanovych Pyrozhkov, an academician of the National Academy of Sciences of Ukraine. From its founding the institute was conceived as a research and analytical body serving the presidency, and it was organizationally placed within the structure of the State Administration of Affairs. Leadership changed several times in the following decade. From 21 November 1996 to 12 June 2001 the institute was headed by Oleksandr Fedorovych Belov, who was also deputy secretary of the National Security and Defense Council of Ukraine. On 15 June 2001, by decree of the President of Ukraine, Doctor of Economic Sciences Oleksandr Stepanovych Vlasiuk was appointed acting director. From June 2002, by presidential decree, Doctor of Economic Sciences and Professor Anatoliy Stepanovych Halchynskyi was appointed director. The institute's institutional status was also reshaped. On 19 October 2000 it was subordinated to the Administration of the President of Ukraine. By decree of the President of Ukraine of 16 December 2002, the institute was subordinated to the President of Ukraine, designated the base research institution for analytical and forecasting support to the activities of the President of Ukraine, and its Statute was approved. This established NISS's core mandate: to supply the presidency with expert analysis, forecasts and policy recommendations. In the late 2010s leadership passed to a new generation of directors. From 30 July 2018 the director was Rostyslav Mykolayovych Pavlenko. From 17 May to 13 August 2019 Vasyl Mykolayovych Yablonskyi served as acting director. From 13 August 2019 the director has been Oleksandr Valeriyovych Lytvynenko. Structurally, NISS consists of a head institute in Kyiv and regional branches in Dnipro, Lviv, Odesa, Kharkiv and Uzhhorod. These branches conduct specialized scientific research and maintain continuous monitoring of the socio-political situation in their respective regions, giving the institute a nationwide analytical footprint. Its scholars work on strategies for the development of the state and on fundamental and applied research into the socio-political and socio-economic development of Ukraine and its components, including geopolitical, foreign-policy, domestic-political, humanitarian, economic, informational, regional and socio-demographic spheres. NISS's main tasks and lines of activity include preparing expert reports for the annual address of the President of Ukraine to the Verkhovna Rada; providing the President and state authorities with scientific recommendations for making concrete decisions; conducting scientific expertise of draft laws, legal acts and state measures in the socio-political field; developing models of Ukraine's social development; and optimizing the methodology of socio-political decision-making. In this role it functions less as a commercial enterprise than as a state analytical institution whose outputs inform Ukrainian governance.
