Overview
Telkomsel is an Indonesian telecommunications company that provides mobile connectivity and related consumer communications services. Legally incorporated as PT Telekomunikasi Selular in Jakarta in 1995, it was established by PT Telekomunikasi Indonesia Tbk, commonly known as Telkom Indonesia, and PT Indosat Tbk. The company has grown into Indonesia's largest cellular operator by customer scale and network reach, serving prepaid and postpaid users through the Telkomsel PraBayar and Telkomsel Halo propositions, as well as offering mobile data, voice, messaging, broadband-related services, and digital products. The company's development has closely followed the evolution of Indonesia's telecommunications market. Telkomsel introduced rechargeable GSM prepaid service in 1997 under the simPATI brand, becoming an early pioneer of prepaid mobile adoption in Asia. Prepaid access helped the company address a broad customer base in a market where affordability, flexible usage, and extensive geographic coverage were important purchasing considerations. Its postpaid business, historically associated with kartuHalo and later Telkomsel Halo, complemented that mass-market prepaid franchise with recurring subscription plans and higher-service propositions. Telkomsel's network has expanded from GSM voice and messaging to GPRS, EDGE, 3G, 4G, and 5G. It operates spectrum and infrastructure supporting the 900 MHz and 1800 MHz GSM bands and other frequencies used for later-generation services. The company reported 160,705 base transceiver stations in 2018, with 68.7 percent capable of supporting 3G or 4G services. Its scale has made coverage and network quality central to its market positioning. In the first quarter of 2020, the company was reported to hold 66.4 percent of Indonesia's mobile-phone market, while its customer base was reported at 169.5 million in 2020. Ownership and corporate structure have changed over time. Telkom increased its control after acquiring Indosat's stake in 2001, while Singtel became the principal minority shareholder through the acquisition of interests previously held by KPN and Setdco. The ownership structure described in reference material consists of approximately 69.9 percent held by Telkom Indonesia and 30.1 percent by Singtel. Telkomsel therefore operates as Telkom Indonesia's major consumer connectivity arm while benefiting from Singtel's strategic participation. The brand has repeatedly refreshed its identity and product architecture. Its major corporate positioning has moved through messages emphasizing proximity, Indonesian identity, coverage, speed, and the opening of opportunities. In June 2021, Telkomsel introduced a new visual identity after using its previous logo for 26 years. The same period marked the launch of commercial 5G service, initially limited to selected areas in Jakarta, Bandung, South Tangerang, and Batam. The launch positioned Telkomsel as a technology-transition leader in Indonesia while extending its role beyond traditional voice and SMS services. In 2023, Telkomsel broadened its scope further through the management integration of IndiHome, Telkom Indonesia's fixed-broadband business. Announced in April 2023 and implemented from 1 July 2023, the transaction brought fixed broadband into Telkomsel's consumer-services portfolio. The move was intended to combine mobile and fixed connectivity, support digital-economy growth, and prepare the company for broader 5G and convergence opportunities. Telkomsel remains an active Indonesian operator whose principal strengths are national scale, extensive network infrastructure, a large prepaid customer base, and an increasingly converged mobile-and-broadband offering.
History
Telkomsel was incorporated in Jakarta on 26 May 1995 as PT Telekomunikasi Selular. Its founding shareholders were PT Telekomunikasi Indonesia Tbk and PT Indosat Tbk, reflecting the involvement of Indonesia's two major state-linked telecommunications businesses at the beginning of the country's mobile-market expansion. In 1996, KPN Netherlands acquired a 17.28 percent interest and PT Setdco Megacell Asia acquired 5 percent, creating a more diversified ownership structure. The company made an important early contribution to mobile adoption in November 1997, when it introduced rechargeable GSM prepaid service under the simPATI name. Prepaid service enabled customers to control spending without a long-term subscription and became a central component of Telkomsel's mass-market strategy. The company later operated several consumer brands, including simPATI, kartuAs, and kartuHalo, with different payment models and customer propositions. Ownership was reorganized in the early 2000s. In 2001, Telkom Indonesia acquired Indosat's shares, raising its stake to 77.72 percent at that stage. KPN's and Setdco's interests were acquired by Singtel Mobile. Singtel subsequently increased its holding, reaching 35 percent while Telkom Indonesia held 65 percent under the ownership structure described for that period. Later corporate changes produced the approximately 69.9 percent Telkom Indonesia and 30.1 percent Singtel structure cited in reference material. Telkomsel expanded from GSM into newer generations of mobile technology. It operated GSM services in the 900 MHz and 1800 MHz ranges and added GPRS, EDGE, 3G, 4G, and later 5G capabilities. In September 2006, it became the first carrier in Indonesia to launch 3G service. In March 2009, it worked with Apple South Asia to launch the iPhone 3G in Indonesia with customized plans. By 2012, the company had surpassed 100 million active customers, illustrating the speed of mobile adoption in the country. The migration from legacy technologies also shaped its business. In 2014, after Telkom and other operators ended CDMA services, about 11 million former Telkom Flexi subscribers were moved to Telkomsel's kartuAs or kartuHalo services depending on their subscription arrangements. This helped shift customers from a fixed-wireless CDMA platform toward GSM-based cellular services. Telkomsel's public profile also faced challenges. In April 2017, its website was compromised and a message criticizing expensive charges and unnecessary additional services was displayed. The incident attracted widespread attention and social-media discussion. It was a reputational and cybersecurity event rather than a change to the company's operating model. The company entered the 5G era in June 2021, launching limited service in selected locations including parts of Jakarta, Bandung, South Tangerang, and Batam. On 18 June of the same year, it introduced a new logo, ending a 26-year period for its earlier visual identity. Its brand language also shifted toward the promise of opening opportunities, replacing earlier themes centered on proximity, Indonesian identity, coverage, and speed. Telkomsel's scope expanded materially in 2023. On 6 April, the company announced a plan to combine its operations with IndiHome, Telkom Indonesia's fixed-broadband arm, in a transaction described as valued at 58.3 trillion rupiah. The management takeover took effect on 1 July 2023. The integration placed mobile and fixed broadband under a more unified consumer-services platform and supported Telkomsel's strategy of participating in Indonesia's digital economy, home connectivity, and future 5G development. Today, Telkomsel remains an active Indonesian telecommunications operator with a large national mobile footprint and a broader mobile-plus-fixed connectivity role.
