Overview

Telcell (Armenian: Թել-Սել) is an Armenian financial operator and payment ecosystem that has been providing financial and non-financial solutions since 2007. The company was founded in 2007 and received a license from the Board of the Central Bank of Armenia to carry out money transfers, payment instruments, and processing and clearing of payment and settlement documents. It built Armenia's first network of self-service payment terminals, allowing customers to make payments quickly and conveniently, and it was the first in Armenia to create an alternative system for accepting utility payments, enabling self-service zones with Telcell terminals inside banks. Telcell operates across both B2C and B2B markets. For consumers, it offers the Telcell terminal network — automated self-service devices that allow payments for 450+ services, with more than 4,500 devices covering the entire territory of Armenia. Its Telcell Wallet mobile application for iOS and Android allows users to pay for 450+ services at any time, buy tickets for events in Armenia, receive online loans, withdraw bookmaker winnings, receive transfers from Russia via the Sberbank Online app, accumulate BON bonus points, and buy QR transport tickets in Yerevan. BON by Telcell is a customer loyalty program where users earn BON points on various transactions and exchange them for goods in the BON market, including gadgets, electronics, cosmetics, perfumes, toys, fuel, and food. For businesses, Telcell Business helps implement cashless payment solutions in e-commerce, retail organizations, online stores, and HoReCa establishments. Telcell also provides cash-in-transit (incassation) services, offering banks and financial institutions the ability to have collected cash loaded into their ATMs, combining collection services with ATM replenishment. Since 2021, Telcell has positioned itself as a ticketing partner for events through its Telcell Wallet app, allowing users to browse and buy tickets for various events in Armenia, receiving them as QR codes. Artists and events it has partnered with include 3.33, Mi Qani Hogi, Aram MP3, Garik and Sona, Grisha Aghakhanyan, Dilijan Summer Music Night, and international stars such as 50 Cent, ZAZ, and Led Zeppelin Symphonic. Telcell has also organized events itself, presenting Telcell Wallet as an exclusive ticketing platform. The company states that user personal data privacy is guaranteed by an ISO 27001:2013 information security management system. Telcell describes its mission as creating opportunities for people to achieve their goals by delivering financial services aligned with their needs, and it emphasizes responsibility, trust, continuous development, and openness to new ideas. The company operates as a joint-stock company with corporate governance documentation, including annual shareholder meetings and published financial reports.

History

Telcell was founded in 2007. By decision of the Board of the Central Bank of Armenia, Tel-Sel CJSC was granted a license to carry out money transfers, payment instruments, and processing and clearing of payment and settlement documents. This marked the formation of a new business direction in Armenia: the creation of the first network of self-service terminals for accepting payments, offering customers the ability to make payments quickly and conveniently. Telcell was the first in Armenia to create an alternative system for accepting utility payments, enabling the creation of self-service zones with Telcell terminals in banks. In 2007, the first Telcell terminal was installed in Armenia and the first payment via Telcell Terminal was made. The network has grown to this day, surpassing the 4,500 mark. In 2011, the first Telcell branch opened, receiving users every day and providing various services. In 2017, Telcell Wallet was launched as a payment application. In 2019, the BON market was created, where users began accumulating BON bonus points. Among the company's significant projects are the acquisition of MegaPay ("Mega Panther") in 2012 and the launch of the Telcell Wallet electronic wallet on its 10th anniversary. Telcell Wallet is offered with a variety of services and today has more than 750,000 users. Since 2021, Telcell has positioned itself in the market as a partner for event ticket sales through its Telcell Wallet app. The app allows users to learn about various events held in Armenia and buy tickets. Users receive tickets as QR codes generated in the app. Artists who have collaborated with Telcell include 3.33, Mi Qani Hogi, Aram MP3, Garik and Sona, Grisha Aghakhanyan, Dilijan Summer Music Night, and others. The app has also enabled the purchase of tickets for concerts by global stars such as 50 Cent, ZAZ, Led Zeppelin Symphonic, and other celebrities. In addition to acting as an intermediary for event ticket purchases, Telcell itself has repeatedly organized events, presenting Telcell Wallet as an exclusive ticketing platform. There have been collaborations with 3.33, Garik and Sona, XCHO, and others. The company continues to develop its ecosystem, offering financial and non-financial solutions. Its corporate governance documentation shows annual shareholder meetings, including a regular general meeting on June 3, 2025, and an annual general meeting scheduled for June 25, 2026, with published annual reports and consolidated financial statements. Telcell emphasizes transparency, responsibility, and continuous development.
