Overview

Teisinės informacijos centras (TIC), also known in German as Rechtsinformationszentrum Litauens, was a Lithuanian state enterprise responsible for legal information management. It was established in 1993 when the legal information functions of the Institute of Law were transferred to a newly created centre. Its principal product was LITLEX, the Lithuanian national legal database, which it authored and owned. TIC was headquartered in the Žirmūnai district of Vilnius. In February 2008 the centre was reorganised, and on 11 March 2011 it was merged into Registrų centras, the Lithuanian state enterprise for registers. Since then it has operated as the Legal Information Department of Registrų centras (Valstybės įmonės Registrų centro Teisinės informacijos departamentas). The organisation's history reflects Lithuania's post-independence efforts to build a modern legal information infrastructure. In 2011 an investigation was opened against its director and chief accountant over the alleged waste of 1 million litas (approximately 0.3 million euros). Today the department continues to maintain legal information services under the Registrų centras umbrella.

History

The Legal Information Centre of Lithuania (Teisinės informacijos centras, TIC) traces its origins to the reorganisation of the Lithuanian Forensic Institute after Lithuania declared independence. On 23 November 1991, by order of the Lithuanian Government, the Ministry of Justice founded the Lithuanian Institute of Law. From 30 November 1991, the State Legal Information Department at the Ministry of Justice was dissolved, and its materials were transferred to the Research Institute of Law. In 1993, the functions of the Legal Information Department of the Institute of Law were transferred to the newly founded Legal Information Centre. The centre was responsible for managing legal information and authored and owned LITLEX, the Lithuanian national legal database. It was headquartered in the Žirmūnai district. From 2007 there was an internal trade union, led by Tatjana Siniakova. In February 2008 the Legal Information Centre was reorganised, and on 11 March 2011 it was merged into Registrų centras. In 2011, an investigation was opened against the director and the chief accountant for the waste of 1 million litas (approximately 0.3 million euros). Today the centre carries the official name Legal Information Department of the State Enterprise Register Centre (Valstybės įmonės Registrų centro Teisinės informacijos departamentas).
