TCM International (Tool Consulting & Management) describes itself as a manufacturer-independent partner for tool supply in machining production, offering a networked portfolio of tool management products and solutions. Its official history page records that Manfred and Anna Kainz took over the tool trading division of Hausensteiner GmbH in Graz in 1986, and that the TCM brand was created in 1997 by merging DI Weber GmbH and Hausensteiner GmbH.

According to the official history page, in 1986 Manfred and Anna Kainz took over the tool trading division of Hausensteiner GmbH in Graz, including the representation for Plansee TIZIT tools, with a portfolio of HSS tools and indexable inserts and occasional technical consulting. In 1987, together with Michael Hausensteiner and Josef Panzenböck, DI Weber GmbH was founded for the production of special tools. In 1989 DI Weber GmbH obtained general representations for several well-known tool manufacturers (HAM, STRASMANN, TOSHIBA TUNGALOY, BECKER DIAMAND, POLYTOOL and BOSS), and AS 400 was introduced as the merchandise management system. In 1992 a water reprocessing plant was purchased in Voitsberg, setting the course for a grinding center. In 1996, together with Hausensteiner GmbH, Hartmetallwerkzeugfabrik Andreas Maier GmbH, MAPAL Präzisionswerkzeuge Dr. Kress KG and Dr. Peter Látrányi, HTCM (Hungarian Tool Consulting & Management Ltd.) was founded, and the first Toolmanagement Level 5 (cost-per-part billing model for tools) was implemented in Szengotthárd, Hungary. In 1997 DI Weber GmbH and Hausensteiner GmbH were merged and the newly founded brand TCM GmbH (TOOL CONSULTING & MANAGEMENT) was created. In 1998 the TCM International Tool Consulting & Management GmbH was founded.
