Overview
TAVANIR, formally known as the Iran Power Generation, Transmission and Distribution Management Company (شرکت مادرتخصصی مدیریت تولید، انتقال و توزیع نیروی برق ایران), is a state-owned holding company under the Iranian Ministry of Energy. It serves as the central entity responsible for the development of power generation, transmission, and wholesale electricity across Iran. The company was originally established in 1969 (1348 in the Iranian calendar) as the Tavanir Company, tasked with expanding electricity generation, transmission, and wholesale facilities. Over the decades, its role and structure evolved, culminating in its current form as a specialized parent company (mader-takhasosi) following a 2002 (1381) cabinet decision. TAVANIR oversees a vast network of subsidiaries, including 16 regional electric power companies and 39 electricity distribution companies operating throughout the country. It also supervises key affiliated organizations such as the Iran Power System Management, the Iran Power Development Organization, the Renewable Energy Organization of Iran (SANA), the Iran Energy Efficiency Organization (SABA), and the Iran Power Plant Projects Management (MAPNA). The company's current managing director is Mohammad Oladad (as of the Persian Wikipedia article). TAVANIR plays a critical role in Iran's energy sector, coordinating the generation, transmission, and distribution of electricity nationwide.
History
The rapid development of Iran's electricity industry led to the creation of a dedicated ministry for water and electricity. On 22 Esfand 1342 (March 13, 1964), the Ministry of Water and Power was established. In Tir 1344 (July 1965), the law for the development of non-governmental electricity institutions was passed by the National Consultative Assembly and the Senate. Based on Article 2 of the Iran Electricity Organization Law, in 1346 (1967), the Ministry of Water and Power was authorized to divide the country into regions for electricity supply, without being bound by administrative divisions, and to gradually establish regional electricity companies. In 1348 (1969), the Tavanir Company was formed with the responsibility of developing electricity generation, transmission, and wholesale facilities. On 28 Bahman 1353 (February 17, 1975), the Ministry of Water and Power was renamed the Ministry of Energy, and comprehensive planning and coordination of energy activities at the national level were assigned to it. In the same year and the next, changes were made to the articles of association of the Tavanir Company. After the Iranian Revolution (1978-1979), with new qualitative and quantitative conditions in the electricity industry, the issue of structural changes gained special importance. Finally, in Mehr 1374 (September-October 1995), the Tavanir Company was transformed into the Iran Power Generation and Transmission Management Organization (Tavanir), and the duties and missions of the Deputy for Electricity Affairs of the Ministry of Energy were assigned to this organization, with the position of managing director of the organization given to the Deputy for Electricity Affairs. Finally, in a meeting dated 27 Azar 1381 (December 18, 2002), the Cabinet, based on a proposal by the Ministry of Energy and with the approval of the country's Management and Planning Organization and the Ministry of Economic Affairs and Finance, made changes to the structure of the Tavanir Company and approved its articles of association under the name "Specialized Parent Company for the Management of Generation, Transmission and Distribution of Electric Power of Iran (Tavanir)". The company's subsidiaries include 16 regional electric power companies and 39 electricity distribution companies.
