Overview
Tatweer Research (Arabic: تطوير للأبحاث) is a Libyan state-owned research, development and investment company headquartered in Benghazi. Founded in 2010 under Libyan commercial law, it is affiliated with the Libyan Fund for Internal Investment and Development, which in turn sits under the Libyan Investment Authority and the Central Bank of Libya. Its stated mission is to diversify Libya's economy away from oil dependence and build a knowledge-based economy by investing in sustainable sectors, supporting entrepreneurs, and modernising public and private institutions. The company operates across three broad areas. First, digital transformation: Tatweer develops technology solutions for public and private clients, including modernising the Civil Registry Authority's infrastructure, building payroll systems for the Ministry of Finance, and creating the Wafed labour recruitment platform. Second, economic empowerment: through programmes such as Enjazi and the Tatweer Entrepreneurship Campus (TEC), it provides funding, mentorship and training to Libyan startups and small businesses. Third, research and studies: it produces market research and policy studies, including a major 2021 labour market survey conducted with UNDP and funded by the European Union and the Japanese government. Tatweer has partnered with a range of local and international institutions, including the University of Benghazi, the Libyan International Medical University, the Libyan Ministry of Education, the United Nations Development Programme, the European Union, the University of Cambridge, and the MIT Enterprise Forum for the Arab World. It has represented Libya at international events such as the Global Entrepreneurship Congress in Istanbul (April 2018) and the Global Innovation Forum in Manama, Bahrain (October 2018). In 2019 it obtained ISO 9001 quality management and ISO 14001 environmental management certifications. Its founder and CEO is Dr. Khalid Al-Mufti. The company's work has attracted attention from international officials, including former UN Special Representative for Libya Ghassan Salamé and UN Humanitarian Coordinator for Libya Georgette Gagnon. Through its entrepreneurship campus and accelerator programmes, Tatweer supports founders across Libya — from Ubari in the south to Benghazi, Tripoli, Tobruk and Derna — helping them formalise businesses, access finance and scale. The organisation positions itself as a catalyst for Libya's transition to a modern, tech-driven and diversified economy.
History
Tatweer Research was established in 2010 under Libyan commercial law as a state-owned company affiliated with the Libyan Fund for Internal Investment and Development, which operates under the Libyan Investment Authority and the Central Bank of Libya. From its headquarters in Benghazi, the company set out to diversify Libya's economy away from oil and build a knowledge-based economy that could address challenges in education, healthcare and renewable energy. In 2014, Tatweer launched a training programme with the University of Cambridge, sending 23 recent graduates to the university's business school for professional development courses. The BBC World News documentary "Young, Clever and Libyan" (2015) told the story of the company's employees participating in this programme. In 2017, Tatweer launched Enjazi, described as Libya's first entrepreneurship competition, in cooperation with the MIT Enterprise Forum for the Arab World. The six-month competition ended with three teams from different Libyan cities winning. BBC World News produced a documentary, "Start Up Libya" (May 2018), chronicling the competition and its participants. In March 2018, the company opened the Tatweer Entrepreneurship Campus (TEC), supported by the UNDP and the European Union. The centre supports Libyan entrepreneurs through startup financing, training courses, consulting and workspace. In November 2018, TEC awarded grants to young entrepreneurs for startups in education, health, trade and services. According to UNDP, the centre "has inspired many young men and women across the country to start their own businesses and adopt innovative technologies." Tatweer represented Libya for the first time at the Global Entrepreneurship Congress in Istanbul in April 2018 and participated in the Global Innovation Forum in Manama, Bahrain, in October 2018. In 2019, the company obtained ISO 9001 quality management and ISO 14001 environmental management certifications from the International Organization for Standardization. In September 2021, Tatweer published a major labour market survey conducted with UNDP and funded by the European Union and the Japanese government. Described as one of the largest studies of the Libyan labour market, it highlighted the private sector's role as a driver of economic recovery and identified agriculture, construction and services as sectors with high potential for job creation. Through its TEC+ Business Accelerator, Tatweer has supported founders across Libya, including Jameela Bashir, a seamstress in Ubari who formalised her sewing business; Dr. Mohammed Al-Warrad, whose home healthcare service "Your Doctor to Your Home" expanded from Benghazi to Tripoli and Tobruk; and Yasmin Elfritees, an architect-turned-photographer in Derna documenting recovery after the floods. These stories illustrate the company's ongoing work in entrepreneurship support and economic empowerment across the country.
