Overview

SYSTEMS Engineering Consultants Co., Ltd. (株式会社セック, commonly abbreviated as SEC) is a Japanese software development company headquartered in Yoga, Setagaya, Tokyo. Founded in May 1970 in Yoyogi, Shibuya, Tokyo, the company has built its business around "real-time technology" — the engineering discipline of developing computer systems that interact closely with a constantly changing external world. SEC describes real-time technology as a universal engineering technique for advanced computer systems, and positions itself as a specialist software house in this field. SEC's core business fields are social infrastructure systems and space/advanced systems, both dating from its founding era. Historically the company worked on expressway traffic control systems and rocket engine high-altitude performance test systems. Over time it has expanded into robotics, IoT, AI, and quantum computing research. Its stated corporate philosophy is "For the safety and development of society" (社会の安全と発展のために), aiming to be an indispensable first-class software company. The company emphasizes human resource development under a policy of "professionalization," recruiting new graduates with strong fundamentals and training them from inexperienced hires into professionals. Its business concept is expressed as "QCD&I" — pursuing quality, cost, and delivery while leaping forward through innovation. SEC is listed on the Tokyo Stock Exchange Prime Market, having transitioned through JASDAQ and the TSE First Section before the 2022 market restructuring. Its representative director and president is Sakurai (櫻井), who has appeared in IR media appearances.

History

SYSTEMS Engineering Consultants Co., Ltd. was established in May 1970 in Yoyogi, Shibuya, Tokyo. From its early years, the company worked on control systems for dams and radio telescopes, as well as expressway traffic control systems and rocket engine high-altitude performance test systems. These projects established the company's core competence in real-time technology — software that must respond instantly to unpredictable sensor inputs and operate continuously with high reliability. In June 2004, SEC registered its shares with the Japan Securities Dealers Association (over-the-counter registration). In December 2004, it cancelled the OTC registration and listed on the JASDAQ Securities Exchange. In April 2010, following the merger of JASDAQ and the Osaka Securities Exchange, it was listed on the Osaka Securities Exchange JASDAQ. In October 2010, the company relocated its headquarters to Yoga, Setagaya, Tokyo. In July 2013, following the integration of the Tokyo Stock Exchange and Osaka Securities Exchange, it was listed on the Tokyo Stock Exchange JASDAQ (Standard). In March 2017, it changed its market to the TSE Second Section, and in September 2017 was designated to the TSE First Section. In April 2022, following the TSE market restructuring, it transitioned from the First Section to the Prime Market. In recent years, SEC has expanded its research and development into robotics, IoT, and AI. It has developed image recognition technology combining AI with proprietary algorithms, and has explored edge VLM (vision-language models) for autonomous robot technology. The company also developed "Rtino," a platform intended to enable any robot to move with legs, addressing the last mile of labor-saving automation. SEC sponsors the Kibo Robot Programming Challenge and provides the radio program "SETAGAYA TECH JUNCTION" featuring its engineers as commentators. It also collaborates with partners such as Taisei Corporation on autonomous mobile robots and presents quantum computing research at IEEE Quantum Week.
