Overview

Stowarzyszenie Metropolia Bydgoszcz (Metropolia Bydgoszcz Association) is a voluntary association of municipalities in Poland, established to foster cooperation among local governments in the Bydgoszcz metropolitan area. It was created as an alternative to a statutory metropolitan union after national legislation enabling such unions was effectively abandoned. The association comprises 18 gminas (municipalities) located within the zone of influence of the Bydgoszcz agglomeration, covering an area of 3,496 km² with a population of approximately 619,000. Its mission includes building a shared identity, supporting socio-economic development, promoting the area, and representing the common interests of its member municipalities. The association is governed by a seven-member board, chaired by the mayor of Bydgoszcz, with vice-presidents including the starosts of Bydgoszcz and Nakło counties and the mayor of Żnin. It engages in projects related to public transport, cycling infrastructure, waste management, economic promotion, and lobbying for regional investments. The association operates a website at metropoliabydgoszcz.pl, which publishes news and information about its initiatives.

History

The Stowarzyszenie Metropolia Bydgoszcz was established in response to the failure to implement a statutory metropolitan union for the Bydgoszcz area. On 9 October 2015, the Polish parliament passed the Metropolitan Unions Act, which allowed the largest Polish cities and surrounding municipalities to form metropolitan unions. About ten cities, including Bydgoszcz, met the legal criteria. Nineteen local governments adopted intent resolutions to co-create the Metropolia Bydgoszcz metropolitan union. The act provided for state funding of approximately 70–80 million PLN annually for the Bydgoszcz metropolitan area. The bill passed the legislative process, was signed by President Andrzej Duda, and entered into force on 1 January 2016. However, the newly formed government of Beata Szydło did not issue the necessary implementing regulations. In the subsequent parliamentary term (2015–2019), the act was removed from the legal system, and initially only one metropolitan union was created – the Upper Silesian-Zagłębie Metropolis. Consequently, the Mayor of Bydgoszcz, Rafał Bruski, proposed establishing an association as an alternative form of cooperation to strengthen relations and build the region's potential. Membership was proposed to 20 municipalities surrounding Bydgoszcz. The councils of 18 municipalities responded positively, while two (Zławieś Wielka and Złotniki Kujawskie) declined membership. The association was modeled on the Poznań model. On 15 September 2016, a founding meeting was held in Bydgoszcz, where representatives of 19 cities and municipalities and 2 counties adopted a resolution to establish the Stowarzyszenie Metropolia Bydgoszcz. On 23 November 2016, the association was entered into the National Court Register, and from February 2017, the Association's Office began operating. The entire area of the association covers 3,496 km² and is inhabited by 619,000 people. In 2019, the municipality of Sadki (Nakło County) withdrew from the association.
