Overview
Steinkjerbuss AS was a regional bus operator based in Steinkjer Municipality in the former Nord-Trøndelag county of Norway. The company combined several activities that had traditionally been carried out by numerous small, locally owned operators: scheduled regional bus services, school transportation, charter and tour operations, and part of the Buster urban bus network in Steinkjer. It was therefore both a transport company and an organizational response to the fragmented structure of bus operations in Nord-Trøndelag. The company's origins lay in the development of the Buster town-bus service. Before Buster was introduced, services in Steinkjer were generally sections of longer routes connecting the town with surrounding communities. Timetables were not coordinated for local urban travel, and passengers did not have an integrated ticketing arrangement. Buster, launched in 1991, introduced more regular hourly services, consistent branding, single-zone tickets and transfers. Ridership in Steinkjer reportedly increased substantially during its first year, demonstrating demand for a more coordinated local network. At the same time, Nord-Trøndelag had a particularly decentralized bus market. Fylkesbilene i Nord-Trøndelag was a major county-owned operator, but many other services were supplied by small private companies, including businesses run by individual proprietors with only a few vehicles. As the county considered placing more routes under public-service obligations and competitive contracts, the smaller operators had an incentive to create an organization large enough to compete and coordinate effectively. Steinkjerbuss was established in 1995 as a coordinating company involving eight private bus businesses operating in the Steinkjer area. Those businesses were Oddvar Austad, Ebbe Austheim, Bragstad Bussreiser, Odd Hallem, Oddvar Hallås, Jobuss AS, Mæhlareiser AS and AS Hammer & Myhr, later associated with Ogndal Bilruter AS. The participating companies were fully merged into Steinkjerbuss on 1 January 1998, after which Steinkjerbuss also operated services directly rather than functioning only as a coordinating structure. Its activities included joint operation of Buster services with TrønderBilene, scheduled routes from Steinkjer to Mære and Ogndal, school-bus services within Steinkjer, and bus tours or other charter work. The company later consolidated its facilities. Its offices initially operated from Ogndalsvegen 2, with a depot at Bomvegen 6; the office moved to Strandvegen 21A in 2003, and both office and depot were located at Sjøfartsgata 10B from 2006. Halseth Bilutleie was merged into Steinkjerbuss in 2008. In 2014, Steinkjerbuss had 18 buses, including six minibuses, and approximately 20 employees. Its business depended significantly on publicly organized regional transport contracts and the relationship between local operators and county authorities. The 2018 merger of Nord-Trøndelag and Sør-Trøndelag created the present Trøndelag County Municipality. During the resulting restructuring of transport responsibility, the regional transit authority AtB assumed responsibility for public transport in Innherred and Namdalen on 10 August 2019. The change ended Steinkjerbuss's operating contract, and the company ceased operations in conjunction with the loss of its routes. Steinkjerbuss is consequently a defunct local transport brand rather than an active national bus network.
History
Steinkjerbuss developed during a period when bus transport in Nord-Trøndelag was unusually fragmented. Although Fylkesbilene i Nord-Trøndelag was a major county-owned operator, many routes were still handled by small private businesses, including sole proprietors and family firms with only a limited number of vehicles. This structure reflected the historical development of local transport concessions, but it made coordinated scheduling, common ticketing and competition for larger public-service contracts more difficult. The immediate background to Steinkjerbuss was the Buster urban bus system in Steinkjer. Introduced in 1991, Buster reorganized local town services that had previously been attached to longer regional routes. Those older arrangements did not necessarily provide convenient times for urban passengers, and routes lacked coordinated connections and through-ticketing. Buster introduced fixed hourly services, unified branding, single-zone fares and transfer possibilities. The service attracted sharply higher ridership during its first year, indicating that Steinkjer had a substantial market for a properly designed town network. The success of Buster also highlighted the need to coordinate the wider collection of bus services around Steinkjer. Against the backdrop of possible public-service obligations and competitive tendering by the county, eight local private operators created Steinkjerbuss on 8 November 1995. The founding participants were Oddvar Austad, Ebbe Austheim, Bragstad Bussreiser, Odd Hallem, Oddvar Hallås, Jobuss AS, Mæhlareiser AS and AS Hammer & Myhr, later known as or connected with Ogndal Bilruter AS. The organization initially served as an alliance and coordinating entity. On 1 January 1998, the participating businesses merged into Steinkjerbuss, which then became an operating company in its own right. Several of the constituent businesses had long local histories. Mæhla Biltransport, established by Edolf Mæhla in 1945, began with freight work and later obtained authorization for a combined passenger and milk route between Ogndal and Steinkjer. It expanded into school transportation and charter tours, with its tour activity known as Mæhlareiser. AS Hammer & Myhr originated in the merger of transport operations associated with John Hammer and Arne Myhr and combined passenger, freight, school, tour and milk transportation. These histories illustrate the mixed-service rural transport tradition from which Steinkjerbuss emerged. After the 1998 consolidation, Steinkjerbuss operated several categories of service. It jointly ran parts of the Buster city-bus network with TrønderBilene, provided scheduled routes linking Steinkjer with Mære and Ogndal, carried school passengers on routes in Steinkjer Municipality and operated bus tours or other charter services. Its facilities were initially split between offices in Ogndalsvegen and a depot in Bomvegen. The offices moved to Strandvegen 21A in 2003, and from 2006 the office and depot were combined at Sjøfartsgata 10B. The merger with Halseth Bilutleie in 2008 added another stage of local consolidation. The company's later history was shaped by public-sector reorganization rather than by the expansion of a national brand. In 2018, Nord-Trøndelag and Sør-Trøndelag were merged into Trøndelag County Municipality. As transport responsibilities were reorganized, the county transit authority AtB assumed responsibility for Innherred and Namdalen on 10 August 2019. The change terminated Steinkjerbuss's operating contract. The company was closed in connection with the loss of its routes and ceased operations in 2019. At the end of its operating period, reported 2014 figures indicated a fleet of 18 buses, six of them minibuses, and a workforce of approximately 20 employees.
