Overview

SOS Energy Express Ltd. (Hebrew: אס או אס אנרגיה אקספרס בע"מ), branded as SOS Energy, is an Israeli private company specializing in on-site and off-road refueling services. Founded in 2002 by Tomer Levi, the company began as a sand-mining and earthworks contractor before pivoting to mobile refueling. It is now the largest company in Israel in the field of special off-road refueling and was the first to offer such services in the country. The company is held in equal parts by founder Tomer Levi and FIMI Opportunity Funds, which acquired a 50% stake in 2017. SOS Energy operates a fleet of more than 120 refueling tankers of various sizes, including dual-drive vehicles capable of operating in difficult terrain. It holds a fuel manufacturer license allowing it to purchase fuel products directly from Israeli refineries. The company supplies diesel, oils, lubricants and urea to a wide range of clients, including infrastructure and development companies, earthworks contractors, construction firms, transport and bus companies, production companies, generator suppliers, retail chains, municipalities, water corporations, hotels, office buildings, factories, hospitals, technology companies and residential buildings. It also provides compressed natural gas (CNG) through mobile gasification stations. SOS Energy serves major institutional customers such as the Israel Police, the Fire and Rescue Authority, the Ministry of Defense and the Israel Defense Forces (IDF), the Ministry of National Security, the Ministry of Energy and the Israel Electric Corporation. The company has won numerous exclusive tenders, including a 2015 tender for off-road refueling services for the IDF and the defense system, a 2016 tender for the Jewish National Fund (KKL), a 2020 tender for the Israel Electric Corporation, and tenders in 2021 and 2022 for evacuating contaminated fuels for the IDF and the Ministry of Energy. It is authorized to refuel via road tankers at all Israeli ports and has a terminal in Eilat. In 2019, the Israel Competition Authority declared SOS Energy a monopoly in the field of off-road refueling; in December 2020, it imposed a fine of approximately 6.36 million shekels for abuse of monopoly power. In July 2023, CEO Tomer Levi was arrested on suspicion of distributing fictitious invoices. Despite these events, the company continues to win major tenders, including in December 2025 for refueling Israel Railways' generation array, in January 2026 for operating the fuel and gas terminal at the Kerem Shalom crossing, and in February 2026 for supplying diesel to Israeli government ministries.

History

SOS Energy Express was founded in 2002 by Tomer Levi. Initially, the company specialized in sand mining and earthworks, infrastructure and development. Tomer Levi conceived the idea of off-road refueling due to the need to refuel construction equipment, and over time developed a small 4x4 refueling vehicle that allowed refueling in the field, directly to the vehicle, using a fuel meter and issuing a refueling certificate. He started with one tanker of his own design, and within a short time, due to high demand for the new service, he purchased a fleet of refueling vehicles that grew over the years. In 2015, SOS won an exclusive tender to provide off-road refueling services to the IDF and the defense system on a nationwide basis. In 2016, it won an exclusive tender to provide off-road refueling services and supply fuels, oils and urea to the Jewish National Fund (KKL). In 2017, FIMI Opportunity Funds acquired 50% of the company's shares. Following the acquisition, Yishay Davidi replaced Eyal Bar-Kimah as chairman of the board. In 2018, the company was declared an essential enterprise for emergencies by the State of Israel. In 2019, the Israel Competition Authority declared SOS Energy a monopoly in the field of off-road refueling. In December 2020, the Competition Authority imposed a financial penalty of approximately 6.36 million shekels on the company due to abuse of its monopoly position, and a fine of about 348,000 shekels on a company officer. In 2020, it won a tender to supply fuel and its products for off-road refueling to the Israel Electric Corporation. In 2021, it won an exclusive tender for evacuating contaminated fuels for the IDF and the defense system, and also won a tender to establish mobile CNG stations at the Hiriya site (Dan Region Association for Sanitation - Hiriya Park). The company received a grant with the support of the Fuel and Gas Administration at the Ministry of Energy and Infrastructure to establish the mobile stations, which began supplying compressed natural gas in April 2022. In 2022, it won an exclusive tender for transporting contaminated fuels on behalf of the Ministry of Energy. In July 2023, CEO Tomer Levi was arrested on suspicion of distributing fictitious invoices. In December 2025, the company won a tender for direct refueling of Israel Railways' entire generation array across the country, valid for 3 years. In January 2026, it won a tender from the Ministry of Defense - Land Crossings Authority to operate the fuel and gas terminal at the Kerem Shalom crossing, which is responsible for all fuel and gas entering the Gaza Strip, valid for 5 years. In February 2026, it won a tender from the State of Israel - Ministry of Finance - Accountant General's Office in the Government Procurement Administration for supplying diesel for government ministries, auxiliary units and affiliated bodies (including hospitals, universities, prison services, police and government ministries) for a period of 3.5 years. SOS Energy Express has authorization for refueling via road tankers at all Israeli ports: Haifa Port, Haifa Bay Port, Israel Shipyards Port, Ashdod Port, South Container Port, Eilat Port and EAPC Port. It also received approval for "duty-free" refueling from the Tax Authority. The company has a terminal in Eilat that provides services to customers in Eilat and its surroundings, the Arava and the Dead Sea. The company is an authorized supplier of the Ministry of Defense and has been declared by the State of Israel as an essential enterprise for emergencies. In 2018, it was declared an essential enterprise for emergencies. The company's off-road refueling has led to the near elimination of stationary fuel tanks at construction sites in Israel. For this reason, since 2016, the British Standards Institution has awarded the company the international standard for environmental management ISO 14001.
