It was created as a non-profit limited-liability association to provide healthcare-related cover for working people, with payments made by both members and employers. Participants could obtain exemption from charges at the London Hospital and other participating voluntary hospitals. By 1944, the organisation had distributed more than £10 million to hospitals in London. From 1947, it also supported scholarships intended to improve the skills of nurses and other health professionals in fields including public health, dietetics and health visiting. Queen Elizabeth II served as the association's patron during its non-profit period. The creation of the NHS in 1948 changed the environment in which contributory hospital schemes operated. Many similar schemes disappeared or were absorbed, but the Hospital Saving Association was among a much smaller group that continued. Its membership fell substantially in the year after the NHS was founded, but it retained its membership and payment structure while adapting its benefits to the new healthcare system. The older hospital funds likewise evolved from direct hospital fundraising into broader healthcare-benefit arrangements. The next major phase was consolidation.
