Overview
Senkosha Co., Ltd. (株式会社宣工社) is a Japanese business-services company headquartered in Tokorozawa, Saitama Prefecture, that specializes in mailing and logistics outsourcing. Its core business is direct-mail (DM) shipping agency work: data editing, printing, addressing, enclosing and sealing, labeling, sorting, returns handling, and materials procurement. Beyond direct mail, the company handles shipping for qualification-exam materials and school guides, alumni and fan-club newsletters, and high-value items such as gift certificates, tickets, and gift cards. It also provides light manual work (seal application, assembly and packing, enclosing and sealing), printing services (original envelope printing, numbered ticket printing, DM addressing and variable printing), and warehouse storage with inspection and repackaging. The current company traces its roots to December 1970, when a predecessor was established in Nerima, Tokyo, as a limited company (yūgen gaisha) under the Senkosha name. It was reorganized into a joint-stock company (kabushiki gaisha) in December 1976. Through the 1980s and 1990s it expanded with mailing centers in Saitama, introduced automated inserting and printing equipment, and moved its head office and factory to Tokorozawa in 2000. The predecessor diversified into data printing, direct marketing, and later media and cosmetics logistics, but these newer ventures struggled, and by the fiscal year ended September 2019 the predecessor had fallen into insolvency. In 2020, Hakuba Photo Industry Co., Ltd., a photographic-accessories company, established a new Senkosha Co., Ltd. on August 21, 2020, and on October 1, 2020, the new company took over the predecessor's printed-materials shipping agency business. The new Senkosha did not inherit the media or cosmetics/pharmaceutical logistics businesses. The predecessor resolved to dissolve on April 15, 2021, and entered special liquidation in July 2021. The current Senkosha is a wholly owned subsidiary of Hakuba Photo Industry, with its operating headquarters in Tokorozawa and its registered head office in Sumida, Tokyo, matching its parent. It serves printers, publishers, and other clients needing outsourced mailing and light logistics work.
History
The predecessor of Senkosha was established on December 1, 1970, in Oizumi-machi, Nerima, Tokyo, as a limited company (yūgen gaisha) capitalized at 1 million yen, engaged in direct-mail shipping agency work. In December 1976 it increased capital to 3 million yen and was reorganized as a joint-stock company (kabushiki gaisha), and in the same year its head-office workshop was expanded to 500 m². In 1985 it opened the Saitama Mailing Center in Oi-machi, Iruma District, Saitama Prefecture, introducing automated inserting machines to advance mechanization. Capital was increased to 10 million yen in 1988. In 1989 it opened the Tokorozawa Mailing Center in Minaminagai, Tokorozawa, Saitama Prefecture, establishing a production system as its main plant. In 1996 a computer-controlled online inserter was introduced at the Tokorozawa plant, and in 1997 the Tokorozawa Mailing Center reached a monthly production volume of 5 million pieces. Capital was raised to 15 million yen in 1998, and the Saitama Mailing Center's work facility was expanded to two stories. In 1999, with growing orders for data-print work, the company introduced a high-speed kanji printer and entered the DPS (data printing service) business. In 2000 it relocated to a new head-office building with an attached factory (site area 2,007 m², total floor area 2,439 m²), consolidating three offices including the head office into the new headquarters, and became a supporting member of the Japan Direct Marketing Association (JADMA). In 2002 it established a Direct Marketing Division. It obtained PrivacyMark certification in 2005. In 2007 it introduced an on-demand press (DC7000) and began variable printing. In 2012 it introduced a high-speed inkjet printer, Variable JET (manufactured by B.P.S.). In 2013 it obtained ISMS (information security management system) and ISO 9001 (quality management system) certifications and introduced an on-demand press (Ricoh Pro C751). In 2014, to strengthen comprehensive logistics operations, it relocated its second center and opened a new Logistics Center in Hibita, Tokorozawa (site area 1,650 m², total floor area 1,728 m²). In 2015 it was designated a "Saitama Prefecture Factory" (彩の国工場) and registered under the Compact Eco System, and introduced a second Variable JET high-speed inkjet printer. In 2017 it received the CSR Encouragement Award at the Business Innovation Awards 2017. In 2015 it also launched VaZZoo (バズー) Internet TV, entering the media business, and in March 2018 it opened a logistics processing center specializing in cosmetics and quasi-drugs in Kawagoe, Saitama Prefecture. However, the media business and the cosmetics/quasi-drug logistics business, entered from 2013 onward, performed poorly, and orders for the mainstay printed-materials shipping agency business declined. The predecessor expanded sales efforts, and revenue for the fiscal year ended September 2019 grew to about 1.154 billion yen, but it posted a net loss of about 121 million yen and fell into excess liabilities. Facing deteriorating performance, its main bank sought an M&A partner, and Hakuba Photo Industry Co., Ltd., a photographic-accessories company, offered to take over the business. Hakuba Photo Industry established a new Senkosha Co., Ltd. on August 21, 2020, as the company to receive the predecessor's business. On October 1, 2020, the new company took over the printed-materials shipping agency business from the predecessor, which then ceased operations. The new company did not inherit the media business or the cosmetics/quasi-drug logistics business. The new company's headquarters is in the same Tokorozawa City as the predecessor, but its registered head office is in Sumida, Tokyo, the same as Hakuba Photo Industry's headquarters. The predecessor resolved to dissolve at a shareholders' meeting on April 15, 2021, and on July 13, 2021, received a special liquidation order from the Kawagoe Branch of the Saitama District Court. The predecessor's total liabilities were 1.2 billion yen. The current Senkosha operates from its headquarters and factory at 1118-6 Hongo, Tokorozawa, Saitama, and the Mihara Center at 4-2980 Mihara-cho, Tokorozawa. Its representative director is Keiji Saito. Its stated business activities are direct-mail shipping agency, warehousing, and packing. It emphasizes quality control using CCD cameras, thickness inspection, and record management to prevent mis-enclosure and mis-delivery, and provides total support from planning to shipping.
