It was established and registered on 21 August 2007 under certificate of registration No. 246/2007 by the Somali National Regional State Justice Bureau, in accordance with the association registration regulation (legal notice No. 321/07/1966). At the same time, it registered and entered into a work agreement with the Somali Regional State Disaster Prevention and Preparedness Bureau (SRS DPPB). On 6 May 2016, SEE was registered at the Federal Charities and Societies Agency as an Ethiopian Residents Charity under the charities and societies proclamation No. 621/2009, bearing registration number 3031. This federal registration allowed it to operate more broadly. Over the years, SEE has expanded its operations across the Somali Regional State. It has worked in nine refugee settlement areas—Kebribeyah, Awbere Shedder, Melkadida, Buramino, Helewoyin, Kobe, Bokolomayo, and Mirkan—in collaboration with UNHCR and RRS.
