Overview

Fundacja Bezpieczna Cyberprzestrzeń (Safe Cyberspace Foundation) is a Polish non-profit foundation whose stated mission is to act for the security of cyberspace, including improving safety on the Internet. According to its Wikipedia entry, its activities are carried out in three main areas: raising awareness of ICT threats, responding to breaches of cybersecurity, and conducting research and development in the field of ICT security. The foundation is based in Poland and operates primarily in the Polish market, though its leadership has participated in international events such as ANDICOM 2026 in Colombia and the VI Polish Economic Forum in Bogotá. The foundation was founded by Mirosław Maj, who also serves as president of its management board. Its foundation council includes Maciej Kozłowski, Robert Kośla and Krzysztof Szczypiorski. The supervisory body for the foundation's activities is the Minister of Administration and Digitization (Minister Administracji i Cyfryzacji). Among its main programs, the foundation co-organized the "Pięć żywiołów" (Five Elements) conservatory together with Computerworld magazine and the Mikromakro Institute think tank. This group produced recommendations for the President of Poland on the circumstances under which a state of emergency could be introduced in the event of a cyberattack, and drew conclusions from the security assessment of EURO 2012 in Poland and Ukraine and the XXX Summer Olympic Games in London. The foundation also organizes annual cybersecurity exercises. The first Polish exercise for protecting critical infrastructure against a network attack, "Cyber-EXE Polska 2012", was coordinated by the foundation on 19–21 September 2012 as part of the IX "Freedom and Security" conference. Participants included the Government Centre for Security, the Ministry of National Defence, the Police Headquarters, Wrocław University of Technology, the Military University of Technology, Gaz-System SA, RWE Polska SA, CERT Orange Polska and PSE-Operator SA. In 2013 and 2014 the foundation organized further exercises for the banking sector and the telecommunications sector, respectively, in cooperation with the Government Centre for Security and Deloitte Advisory. The foundation also organizes annual cybersecurity conferences. The first, "Atak i Obrona" (Attack and Defence), devoted to DDoS and Advanced Persistent Threat attacks, took place in Warsaw on 26 November 2013. The second, "Security Case Study", held on 25–28 November 2014, expanded to a four-day event featuring malware analysis exercises by ENISA representatives and CERT Games by ComCERT SA. The third Security Case Study conference was held on 15–16 September 2015, preceded by CERT Games on 14 September. The foundation co-organized B Sides conferences in 2014 and 2015 and the European Cybersecurity Forum CYBERSEC together with the Kosciuszko Institute on 28–29 September 2015. It also cooperates with the National Defence Academy and think tanks including the Casimir Pulaski Foundation, the Kosciuszko Institute and MikroMakro to create a cyberspace crisis response team within the National Reserve Forces, with a cooperation agreement signed on 29 April 2014. The foundation produces educational films on cybersecurity and cooperates with the Government Centre for Security on the CIIP Focus bulletin, of which Mirosław Maj is a member of the editorial team. It also publishes a biweekly bulletin "Zawór bezpieczeństwa" and is a substantive patron of many Internet security events, an active member of Abuse Forum Polska and a member of the Anti-Phishing Working Group.

Within this conservatory, participants developed recommendations for the President of Poland on the circumstances under which a state of emergency could be introduced in the event of a cyberattack, and drew conclusions from the security assessment of EURO 2012 in Poland and Ukraine and the XXX Summer Olympic Games in London. The foundation organizes annual cybersecurity exercises. The first Polish exercise for protecting critical infrastructure against a network attack, "Cyber-EXE Polska 2012", was coordinated by the foundation as part of the IX "Freedom and Security" conference on 19–21 September 2012. Participants included the Government Centre for Security, the Ministry of National Defence, the Police Headquarters, Wrocław University of Technology, the Military University of Technology, Gaz-System SA, RWE Polska SA, CERT Orange Polska and PSE-Operator SA. The organizers of the "Freedom and Security" conference and the critical infrastructure exercise were, besides the foundation, Computerworld magazine and the Mikromakro Institute Foundation. The foundation also organized an exercise on readiness to defend against cyberspace threats for the banking sector, in cooperation with the Government Centre for Security and Deloitte Advisory Sp. z o.o. This exercise took place on 29 October 2013 and was attended by 6 banks, with patrons and observers including the Ministry of Finance, the National Bank of Poland, the Polish Financial Supervision Authority and the Polish Bank Association. A third exercise, organized by the foundation in cooperation with the Government Centre for Security and Deloitte Advisory Sp. z o.o. and under the honorary patronage of the Ministry of Administration and Digitization, took place in October 2014. It involved telecommunications entities (primarily fixed and mobile telephony operators, but also cable television operators and telecommunications service providers) and representatives of institutions cooperating with and supervising this sector. The foundation also organizes annual conferences devoted to cybersecurity. The first conference, called "Atak i Obrona" (Attack and Defence), devoted to attacks and defence against DDoS and Advanced Persistent Threat (APT) attacks, took place in Warsaw on 26 November 2013 (co-organized by Evention Sp. z o.o.). The second conference, called "Security Case Study", devoted to analysis and conclusions from real-life cases of security threats, took place on 25–28 November 2014 and grew into a four-day event, during which representatives of the European Network and Information Security Agency (ENISA) conducted exercises related to malware analysis, and representatives of ComCERT SA conducted exercises called CERT Games. The third conference, under the established name Security Case Study, took place on 15–16 September 2015. It was preceded by CERT Games exercises conducted on 14 September by employees of ComCERT SA. The foundation also co-organizes cybersecurity conferences, including B Sides (2014, 2015) from the series of international conferences of this type organized around the world, and the European Cybersecurity Forum CYBERSEC, together with the Kosciuszko Institute (28–29 September 2015). It cooperates with the National Defence Academy and think tanks: the Casimir Pulaski Foundation, the Kosciuszko Institute and MikroMakro, in the scope of cooperation to create a cyberspace crisis response team within the National Reserve Forces (a cooperation agreement was signed on 29 April 2014).
