History

Saarland-Sporttoto GmbH, commonly known as Saartoto, was founded in August 1951 on the initiative of the Landessportverband für das Saarland (LSVS). The company is headquartered in Saarbrücken, the capital of Saarland. From its inception, it was designed as a state lottery company with a public-benefit mission. Ownership is divided between the Saarland state government (57.14%) and the LSVS (42.86%). Over the decades, Saartoto has operated as a non-profit organisation, with its revenues distributed according to a legally defined key to support sport, culture, environment and social welfare. It is a member of the Deutscher Lotto- und Totoblock, the consortium of German state lottery companies, and offers games under nationwide uniform rules. In 1978, Saarland-Spielbank GmbH was founded as a wholly owned subsidiary; it operates seven casinos in Saarland and employs over 300 people. Since 2013, Saartoto has produced the live draw show for Lotto numbers in cooperation with Saarländischer Rundfunk, broadcast on the internet. The company has faced criticism from the Bund der Steuerzahler regarding the appointment of managing directors, who are alternately nominated by the SPD and CDU and receive high remuneration. As of 2025, Saartoto employed 94 people and reported annual revenue of €133.3 million, contributing €44.4 million to public tasks.
