Overview
RTL TVI is a French-language commercial television channel based in Brussels and serving primarily the French-speaking community of Belgium. It is the principal television brand of RTL Belgium and is associated with a schedule combining news and current affairs, family-oriented entertainment, fiction, and other general-interest programming. Within French-speaking Belgium, the channel has been described as the leading television service, with an approximately 20 percent viewing share in the reference material. The channel developed from the Luxembourg-based Télé-Luxembourg service, which began broadcasting in 1955 and was renamed RTL Television in 1982. For much of its early history, the Belgian RTL service operated through Luxembourg and used the Dudelange transmitter. A turning point came after a Belgian military aircraft collided with that transmitter on 31 July 1981. Compensation paid by the Belgian government helped create the conditions for ending Belgium's state television monopoly. In September 1983, a Belgian version of the JTL news program began from a small Brussels studio, establishing a specifically Belgian RTL presence. In December 1985, the Compagnie Luxembourgeoise de Télédiffusion created TVI SA, a Belgian company responsible for producing programming and selling advertising for RTL's Belgian activities. On 12 September 1987, RTL-TVI became an independent channel, producing its programming in Brussels. It was the first independent television channel in the French Community of Belgium. Its registration by the Government of the French Community on 21 December 1987 gave it legal access to the Belgian television advertising market through the IPB subsidiary. The commercial advertising position changed again in 1989, when advertising was permitted on RTBF channels, ending RTL's effective advertising monopoly. RTL TVI's programming model has traditionally emphasized broad audience appeal. Its schedule includes information, entertainment, and fiction, and foreign programs shown in French-speaking Belgium are generally dubbed into French rather than broadcast with their original soundtracks. The channel operates alongside RTL Club, RTL Plug, and RTL District within the wider RTL Belgium portfolio. These related services allow the group to address different entertainment and thematic audiences while RTL TVI remains its main general-interest channel. For approximately three decades, RTL TVI was ultimately controlled by RTL Group. On 31 March 2022, RTL Belgium was acquired by DPG Media and Groupe Rossel, ending RTL Group's ownership of the Belgian operation. A further regulatory change followed: in March 2023, RTL Belgium ended its Luxembourg broadcasting status and adopted a Belgian licence. This transition ended the channel's access to its former terrestrial Luxembourg arrangement. RTL TVI and the other Belgian RTL channels consequently ceased transmission from the Dudelange transmitter on 29 February 2024. The channels had also been available through TV Vlaanderen's Antenne TV pay-DTT offer in Flanders from December 2017 until 1 September 2024. RTL TVI remains an active Belgian French-language television brand.
History
RTL TVI emerged from the cross-border broadcasting system created by Télé-Luxembourg. Télé-Luxembourg had broadcast from Luxembourg since 1955 and became RTL Television in 1982. Although the service was Luxembourg-based, it reached Belgian viewers and eventually developed a distinct Belgian editorial and commercial presence. A significant structural change followed the collision of a Belgian military aircraft with the Dudelange transmitter on 31 July 1981. The resulting compensation from the Belgian government contributed to the circumstances in which Belgium's state broadcasting monopoly could be dismantled. RTL used this opening to establish programming specifically aimed at Belgian audiences. On 12 September 1983, a Belgian version of the JTL news program was launched from a small studio in Brussels. The program was presented by Jean-Charles De Keyser, Eddy de Wilde, and Bibiane Godfroid, according to the reference material. In December 1985, the Compagnie Luxembourgeoise de Télédiffusion created TVI SA in Belgium. The company produced programs and sold advertising space for RTL's Belgian activities. On 12 September 1987, the Belgian service became RTL-TVI, or Télévision Indépendante, and began producing all of its programming in Brussels. This made it the first independent television channel in the French Community of Belgium. Its registration by the Government of the French Community on 21 December 1987 gave it access to the Belgian television advertising market through the IPB subsidiary. RTL's commercial position was initially particularly strong because the public broadcaster RTBF could not yet sell advertising; this changed in 1989, when commercial advertising was authorized on RTBF channels. RTL TVI subsequently established itself as the leading general-interest television channel for French-speaking Belgium. Its schedule combines news and information with entertainment and fiction, targeting a broad and family-oriented audience. Imported programming is generally dubbed into French for the Belgian French-speaking market. The channel is part of RTL Belgium, which also operates RTL Club, RTL Plug, and RTL District. RTL Group remained the ultimate owner of the Belgian RTL operation for around thirty years. On 31 March 2022, DPG Media and Groupe Rossel acquired RTL Belgium, transferring ownership of RTL TVI to the Belgian media group formed by those owners. The new ownership was followed by a change in regulatory status. In March 2023, RTL Belgium ended its Luxembourgish status and adopted a Belgian broadcasting licence. As a consequence, RTL TVI lost its terrestrial Luxembourg licence and stopped broadcasting from the Dudelange transmitter on 29 February 2024. The channel's distribution also changed over time. The Belgian RTL channels were included in TV Vlaanderen's Antenne TV pay-DTT service from December 2017, but that availability ended on 1 September 2024. Despite the withdrawal from the Luxembourg transmitter and the later distribution change, RTL TVI continues as an active French-language Belgian television brand and remains the principal general-interest service within RTL Belgium.
