Overview
Regional Planning Consultation Co., Ltd. (株式会社地域開発コンサルタンツ), often abbreviated RPC, is a Japanese construction consultancy headquartered in Nishi-Nippori, Arakawa-ku, Tokyo. It was established on 27 January 1970, in the latter half of Japan's high-growth economic era, when environmental problems associated with large-scale development were becoming a prominent public issue. The company was founded as a consultancy in "applied geography," with the idea that development of Japan's limited land should proceed alongside conservation of its rich and diverse nature, supported by accurate regional information and by surveys and analyses covering ecosystems, the environment and disaster prevention. RPC describes itself as a construction consultant group aiming to build a better relationship between people and the environment and to help create a safe and diverse society. Its work centres mainly on disaster prevention and environmental themes: it investigates current conditions in order to understand social problems and then makes proposals for solving them. The firm states that it has continued for more than 50 years while flexibly responding to the changing demands of society, and that although it is a small company, its strength lies in specialists from many different fields working together organically to solve problems from a broad perspective. Its two main service pillars are geography and disaster prevention, and environmental conservation. Under geography and disaster prevention, RPC surveys and inspects geography, topography, disaster risk and the latent dangers of land; surveys and inspects rivers and roads; surveys and inspects areas designated under various laws; and formulates plans based on these. Under environmental conservation, it surveys and conserves flora, fauna and other elements of the natural environment; surveys and conserves the living environment including air, water and soil; surveys and conserves landscapes; and formulates plans based on these. The company is small, with nine employees as of its company information page, including one professional engineer (技術士), three surveyors, two RCCM-registered specialists, one first-grade biological classification specialist and one assistant professional engineer and assistant surveyor. Its stated capital is 31 million yen. It is registered as a construction consultant (registration No. 建06第1499号, construction environment division) and as a surveying business (No. 第(14)-3258号). It maintains a head office in Tokyo and a Yokohama branch in Minami-ku, Yokohama. Its main clients include the Ministry of Land, Infrastructure, Transport and Tourism (including the National Land Policy Bureau and regional development bureaus), the Geospatial Information Authority of Japan (including work received through the joint venture "National Land and Regional Development Joint Enterprise"), local governments across Japan, independent administrative agencies such as the Urban Renaissance Agency, and various public foundations and private companies. In recent years RPC has continued to work on national projects. In July 2023, a survey on the development of information on active fault zones nationwide, carried out through the "National Land and Regional Development Joint Enterprise," received a commendation for excellent work from the Geospatial Information Authority of Japan. In April 2025 the company formulated an information security basic policy, and in May 2025 it declared two stars under the SECURITY ACTION self-declaration system. As of September 2026 it was recruiting experienced personnel only.
History
Regional Planning Consultation Co., Ltd. was established on 27 January 1970, during the latter half of Japan's period of rapid economic growth. At that time, environmental problems accompanying various forms of development were coming to the fore. The founders believed that in order to conserve the rich and diverse nature that constitutes an irreplaceable asset while effectively using Japan's limited land for development, it was necessary to develop accurate regional information on the natural and social environment and to plan through surveys, analyses and research covering the national land, environment and disaster prevention, including ecosystems. The company was therefore founded as a consultancy in "applied geography." After its establishment, RPC conducted ecosystem surveys and basic research on the natural environment in regions of large-scale industrial development projects. It subsequently contributed to the creation of environmental assessment guidelines and put them into practice in rivers, dams and area development projects across the country. At the same time, it accumulated research on applied geographical methods such as disaster surveys and land classification evaluation. Building on these achievements, the company undertook research, development and survey work related to ecological surveys, various environmental improvement plans, disaster countermeasures and geospatial information development, aiming to contribute to the creation of a safe and comfortable environment. In the decades that followed, RPC continued to position itself around three themes: measures for coexistence with the natural environment (ecosystems); research on disaster prevention measures and environmental improvement for safe and comfortable town development; and the use of geospatial information and its systematisation for appropriate land use. The company has stated that it will further deepen its expertise in methodologies for environmental conservation, restoration and creation, and in the development of environmental infrastructure for safe and comfortable cities, working toward resolving the longstanding challenge facing Japan of harmonising development with environmental conservation. By the 2020s the company was operating from a head office in Nishi-Nippori, Arakawa-ku, Tokyo, with a branch in Minami-ku, Yokohama. Its client base included the Ministry of Land, Infrastructure, Transport and Tourism (National Land Policy Bureau and regional development bureaus), the Geospatial Information Authority of Japan, local governments throughout Japan, the Urban Renaissance Agency, public foundations such as the Tokyo Metropolitan Urban Development Association, the Japan Survey Association, the Tokyo Metropolitan Foundation for Agriculture, Forestry and Fisheries Promotion, and the Tokyo Metropolitan Parks Association, as well as private companies. In July 2023, a survey on the development of information on active fault zones nationwide, carried out through the "National Land and Regional Development Joint Enterprise," received an excellence award from the Geospatial Information Authority of Japan. In April 2025 the company formulated an information security basic policy, and in May 2025 it declared two stars under the SECURITY ACTION self-declaration system. As of September 2026 it was recruiting experienced personnel only.
