Overview
ReGe Hamburg Projekt-Realisierungsgesellschaft mbH — commonly shortened to ReGe — is a project-management company owned by the Free and Hanseatic City of Hamburg. It acts as the city's realization agent (Realisierungsträger) for large, complex public construction and infrastructure projects, taking responsibility for planning, approval, procurement and implementation from the initial project idea through to completion. The company is organized along private-sector lines but is a 100% subsidiary of the city and works directly on the city's behalf, effectively functioning as an extended arm of the public administration. ReGe was founded in October 2000 as Realisierungsgesellschaft Finkenwerder mbH, created to manage the expansion of the Airbus plant in Hamburg-Finkenwerder, including the land reclamation in the Mühlenberger Loch, the northern runway extension and associated compensation measures. That project created roughly 170 hectares of new industrial land on soft mud deposits and helped establish Hamburg as one of the world's largest aircraft production locations. In 2004 the company was renamed ReGe Hamburg Projekt-Realisierungsgesellschaft mbH and took on further assignments, including the Finkenwerder bypass road and the role of client for the Elbphilharmonie concert hall. Over the years ReGe has managed a broad portfolio of public projects: the revitalization of the Congress Center Hamburg, renovation of the Deichtorhallen's north hall, restoration of the Speicherstadt quay walls and foundations, the IBA Energiebunker and IBA Dock, the BallinStadt emigration museum, and compensation measures in the Borghorster Elbwiesen. Since 2017 the company has focused on infrastructure tasks. Its current and recent work includes the quay walls of the Speicherstadt and Zollkanal, Hamburg Hauptbahnhof, the Hauptdeich Cranz and Neuenfelde, Steinwerder-Süd, and the Köhlbrand crossing. The company describes itself as an experienced service provider for the management of complex construction and infrastructure projects in the public realm, with an interdisciplinary team of project managers, engineers, lawyers and business economists. Its stated values are quality, sustainability, transparency and social responsibility. ReGe is led by managing directors Otfried Mante and Dieter Peters (as of 2021), and its supervisory board includes representatives of Hamburg's authorities for economics, urban development and transport.
History
ReGe Hamburg Projekt-Realisierungsgesellschaft mbH was founded in October 2000 as Realisierungsgesellschaft Finkenwerder mbH. Its original purpose was to manage the expansion of the Airbus plant in Hamburg-Finkenwerder, a project that involved reclaiming land in the Mühlenberger Loch, extending the northern runway on the Rüsch peninsula, and implementing compensation measures. The land reclamation created about 170 hectares of new expansion area on mud deposits up to 11 meters thick, with settlement guarantees, and was timed to coincide with the ramp-up of A380 production. The work was completed without technical problems, on schedule and about 20 million euros under budget. This project helped make Hamburg the third-largest aircraft production site in the world. In 2004 the company was renamed ReGe Hamburg Projekt-Realisierungsgesellschaft mbH (the abbreviation ReGe derived from Realisierungsgesellschaft). Also in 2004, ReGe was commissioned to realize the Finkenwerder bypass road and was appointed as client (Bauherrin) for the Elbphilharmonie project. On 1 February 2007, Elbphilharmonie Hamburg Bau GmbH & Co. KG was founded, with ReGe as its general partner. Cost overruns and delays in the Elbphilharmonie construction led to a parliamentary inquiry committee that examined, among other things, ReGe's role. The committee's final report criticized ReGe for being unable, both quantitatively (number of staff) and qualitatively (professional qualifications of staff), to handle the task entrusted to it. The report also criticized former managing directors Wegener and Leutner for contributing to the problems through their conduct. Since 2017 ReGe has concentrated on infrastructure tasks. Its project portfolio has included both ongoing and completed works. Ongoing projects as of 2021 included the quay walls of the Speicherstadt and Zollkanal, Hamburg Hauptbahnhof, the Hauptdeich Cranz and Neuenfelde, and Steinwerder-Süd. Completed projects include the revitalization of the Congress Center Hamburg, renovation of the north hall of the Deichtorhallen Hamburg, renovation of the quay walls and foundations of the Speicherstadt, compensation measures in the Borghorster Elbwiesen, the Airbus plant expansion in Finkenwerder (Mühlenberger Loch), the A380 runway extension, the Finkenwerder bypass road, the IBA Energiebunker (2013), the IBA Dock (2010), and the BallinStadt emigration museum (2006). As of August 2021, the managing directors were Dieter Peters and Otfried Mante. Former managing directors include Heribert Leutner (project leader for the Elbphilharmonie from 2004 to 2007 and spokesperson of the management board from 2008 until 31 March 2013) and Hartmut Wegener. The supervisory board as of August 2021 consisted of Andreas Rieckhof (Behörde für Wirtschaft und Innovation, chairman), Antje Mattfeld (Brödermann Jahn Rechtsanwalts GmbH), Katharina Kriston (Behörde für Wirtschaft und Innovation), Monika Thomas (Behörde für Stadtentwicklung und Wohnen) and Martin Bill (Behörde für Verkehr und Mobilitätswende).
