PureCircle is a specialty-ingredients business focused on stevia-based sweeteners for the global food and beverage industry. Founded in 2001 and incorporated as PureCircle Ltd. in 2007, the company developed a vertically integrated operating model covering stevia cultivation, agricultural partnerships, harvesting, extraction, formulation, product development and distribution. This structure was intended to give PureCircle greater control over ingredient quality, supply continuity, sustainability practices and the development of newer steviol glycosides. The company became one of the best-known specialist suppliers of high-purity stevia ingredients during the expansion of the natural and reduced-sugar sweetener market. Its portfolio centered on purified steviol glycosides, including rebaudioside products used to reduce or replace sugar in beverages, dairy products, tabletop applications and other foods. A 2012 joint development agreement with The Coca-Cola Company supported research into new stevia forms and potential beverage applications. PureCircle subsequently said that its high-purity Reb M ingredient would be supplied for Coca-Cola Life in the United Kingdom, the United States and other markets from 2014. Manufacturing and agricultural development were important parts of the company's growth strategy. In 2017, PureCircle completed an expansion of its stevia facility in Enstek, Malaysia, increasing extraction capacity. It also established a North Carolina agronomy program to explore stevia cultivation on land formerly used for tobacco and to improve farming methods, mechanization and regional supply resilience. In 2018, PureCircle moved its global commercial headquarters to Chicago, Illinois, strengthening its connection with the North American food and beverage market while retaining international production and sourcing activities. The company operated across Asia, Africa and the Americas and promoted sustainability as an element of its integrated supply chain. PureCircle faced a serious supply-chain compliance issue in the late 2010s. In 2016, U.S. Customs and Border Protection impounded products associated with prison labor in China. The matter involved stevia powder processed by Inner Mongolia Hengzheng Group Baoanzhao Agricultural and Trade LLC and followed allegations raised by a nongovernmental organization. In August 2020, Customs and Border Protection announced a US$575,000 penalty against a PureCircle subsidiary. The action was notable as an early enforcement case under the Trade Facilitation and Trade Enforcement Act of 2015 involving goods produced with forced labor. It placed greater public attention on the company's sourcing controls and the need for traceability beyond direct suppliers. In July 2020, Ingredion acquired PureCircle. The transaction brought PureCircle's stevia ingredients, agricultural knowledge and production capabilities into a larger global ingredients group and ended its status as an independently listed company. PureCircle was subsequently recognized in industry rankings, including a 2021 placement on FoodTalks' list of global sweetener companies. Earlier recognition included an Investors Chronicle AIM International Company of the Year award in 2009 and sustainability-related awards in 2014.
